in ME3 people would play bronze and silver with a level 20 character. it was only a matter of gear and skill why people then decided to go to gold or platinum (with the knowledge of combos not even a matter of gear).
a turret for example just COULDN'T be strong because it would have meant that a beginner would have brought it to bronze and wrecked everything without even lifting his own finger.
in Andromeda on the other hand it takes forever to bring a character to 20 (imagine you tried to do that on Bronze!) so, apparently levels play a way bigger role here - it even says so in the game (gold = level >18)
consequently, powers and especially turrets should do a little more damage after ranking them up completely!
a level 20 character that's completely specced for turret damage including passives should expect it to actually do something for God's sake.

This is why the Geth Engineer was so good, since you only used the turret to replenish your shields. Put the turret in cover, go play as normal and run by it to refill your shields. Right now the turrets are very limited in use with the only support option being Omni-Link for power cooldown and Cryo for the armor debuff. Sadly, even if Bioware added a support turret it would be outclassed by Shield Boost.
