Has a default of 15s. With 40% recharge reduction (10+30) it should drop to 9s. The game says 11. ???
Haven't tested it in game...was respeccing and noticed it....

It's not cooldown reduction, it's recharge speed increase. With 140% recharge speed you get about 11 seconds.
15 / 1.4 = 10.71

It's not cooldown reduction, it's recharge speed increase. With 140% recharge speed you get about 11 seconds. 15 / 1.4 = 10.71 Ugh, I don't understand why BW didn't just make these kind of parameters cooldown reductions. It would be so much more intuitive.

Because it becomes an absolute nightmare to balance if you can get multiple bonuses from different sources. Bonuses to recharge speed give you diminishing returns, which is generally a good thing from game design perspective.

Add in 10% from another source, 15 x 0.5 I find it hard to believe this would be difficult to implement in a code... Nothing to do with code, that part is trivial. It's about balancing. With a system like that, in order to properly balance skills, equipment, boosters etc. the devs would have to be constaly aware of every concievable way the player could possibly get a cooldown reduction - and that includes all the future content as well: non-released kits, equipment that hasn't even been designed yet etc.) By giving bonuses to recharge speed, the devs ensure that cooldowns never get entirely out of hand. The principle of diminishing returns in general is an excellent tool for game design, it has plenty of uses in multiple contexts. Typically it helps to create situations where players have meaningful choice without one option being ovbiously and always better than the other. Edit: hah, missed your edit
