Purchase evolutions freely as opposed to choosing an evolution? For example if we wanted both level 6 evolutions we would have to use 12 points, 6 for each, same for any other evolution at lower levels.
How would that affect the game?

Your issue is with mechanics, you don't fix them by compounding the problem.
Also having all AF and flamethrower evos would be completely fucking broken, just a little.
