Am I the only one that thinks that skirmish makes the game closer to ME3MP?

It's like I'm on perma-nerf, until these events come up and then I feel like I'm actually shooting bullets out of my gun, and even when that weapon is low tier it's really useful. Is this another case of 'Working as intended™'?
