This Secret IP game is a brand new IP. So at best, it would only take inspiration from Dune.
However... it's an interesting link you posted. Despite it being a troll post (you can only play as... sandworms? ), BioWare is working on a 2nd Secret IP game, which we know nothing about other than they were hiring someone with MMO experience. I'm referring to an earlier leak that Bioware sees a business opportunity to do an action game, more like Uncharted or Assassin's Creed, and less like an RPG. AFAIK, Bioware has never done a straight-up action title. They are all more-or-less RPG category games. Some might even say RPG-category defining games.
RPG and action/adventure are slowly merging into one genre, it seems. Big open maps, a lot of similar capture-the-flagg stuff on those maps to cross of your list, some dialogue options, skill trees, Witcher Sense/Eagle's Vision/Detective Mode/etc...
I hope they don't follow the trend Naughty Dog has set. Gorgeous games but gameplay always feels like it's just there to move you from one cut scene to another.

Secondly, Bioware has always made action games - Mass Effect has been marketed as an action RPG for nearly ten years. The fact that it's an action title (to whatever degree) doesn't detract from the fact that many people see it as an RPG.
The Secret IP may well end up being an action-y title, but we simply have no idea what the EA executive was referring to. Given the marketing we've seen so far for the new IP I would hazard a guess that it's a game focusing on story and characterisation, even if it does perhaps veer more towards action than RPG number crunching.

I'm a huge fan of the Dune novels (thank you Frank Herbert). Also played the game and watched the movies. The game was meh, as it was most about harvesting Spice.
About the MMO hire. Could it be because of the Horde mode in ME:A?

Shinobi confirmed it was a new game, but not as far along in development as this one.

I had no idea Bioware did MDK2. I stand corrected.

If EA/Bioware saw a marketing advantage to slap an "action" label on what was clearly an RPG to players, I wonder if it actually helped sales? Or did it just piss off the core RPG base?

But, if the addressable market sizes in that slide are correct, why wouldn't Bioware go after a segment that can grow their market 2x or 3x over another RPG? EA referred Mass Effect as an action game before, so I imagine they were talking about Mass Effect again. I really hope the new IP is still an RPG like all their other games. Even if more action.And I doubt it will be more action-like than Mass Effect, but that is just a guess.

To be completely fair, though. There were some gaping holes with the game though. For example, you could be any one of four heroes or the dungeon keeper (let's call him). What happens if somebody comes in keeps getting dungeon keeper, when all he/she wants to play is one of the four heroes? And what happens when the four players sense the keeper's newness to the game, and it suddenly becomes boring to them?
Chances are, they aren't going to last long.
EDIT : I mean, I remember seeing once a video that was a developer of Team Fortress 2 talking about the development of that game. The very first incarnations of that game were extremely different. They had captains who would control the battlefield, tell people where to go, etc. The same thing applies, as do the questions.

BioWare will announce, or at least start to talk about, its new IP relatively soon. EA Studios boss Patrick Soderlund shared the detail as part of a wider talk with GI.biz about the importance of making new IP.
"We've been very open about the fact that BioWare is working on a new IP, and we'll get to talk about that in the not too distant future," he explained.
