I can no longer see the shoutbox

I joined this forum earlier today. And I even noticed that there was a shout box and I even made 3 comments in it then it suddenly disappeared right in front of me. I have seen a few member comments on having the same problem. I tried to troubleshoot this problem, I came here and it said it was a theme that I picked problem, yet, I chose every single theme and the same thing happens, no shout box. That thread that suggested what the problem was, was also closed after 1 response, which did not solve this problem.  Is this a browser related issue  or is there something else going on because I noticed a thread before this suggesting the shout box was going to be shutdown entirely, in favor of another format?  I can't even see the shout box, right this second as I am typing this.
