I will emphasize again, I am not talking about gameplay but the point of view of someone living in Thedas.
If you are a non-mage, what would be the most effective way to fight magic? Perhaps with a bow and arrow? After all, you're dealing with a an opponent who uses long range attacks and you will have been struck by five spells by the time you get close. But there is always the chance you'll miss the shot or the mage could deflect the arrows with magic. The close range approach just might have its merits too, as you may be able to block the magic with a shield, then get close and stab the poor bastard with a blade.

With the power of surprise. The shield bash distracts them, and you can finish them with anything. Poisoned arrows
For example.
If a mage attacks? Hide then, as quick, as you can, and attack from the shade. No much chance, but perhaps.

Traps. Poisons. Stealth. Smoke bombs. Optical illusions might work since mages need a clear line of sight to cast. Actually, the fog warriors of Seheron have those tactics down pat since they fight Tevinter forces regularly. Mages are still mortal, they need to sleep and eat like all the rest. Now the tricky part will be when they start developing countermeasures so it'd be a game of wits trying to catch them off guard.

Short of having some Templars handy, your best bet is killing them quickly before they realize they're even under attack. Arrows, explosives, poison, a knife from behind, really all you need is to get them before they have a chance to throw fire at you.

Surprise. Definitely.
There seem to be some non-Templar specific fighting styles used to combat mages as well. Iron Bull mentions angling shields a certain way to help deflect fire or acid from your face as an example.

With magic. Ok I know you said non mages. But hear me out. What is it that makes Templars/Seekers special? Anybody could be a warrior, and regular weapons are effective to a point, so it can't be just that. But their unique abilities are basically just spells... negating, banishing, binding, etc.

Also, if you are particularly creative and have time to prepare: attrition. Without a supply of lyrium, mages can only do so much before exhausting themselves. So keep them blasting at decoys, defending themselves against traps, throw underlings at them (if you are especially renegade), etc until they exhaust themselves. Then they're just some human/elf with a stick.

Yes, he hates himself, because of he killed many people, and I don't think, that anyone could care about his feelings in the Circle. And don't forget: Fenris also did not commit suicide, despite that I'm sure, that he hated himself because of murdering the Fog Warriors... It can survive, even if it is difficult. Who can decide instead of the affected person?

Sneak attacks are definitely the best. Provided they don't have magical trinkets that give them permanent protection, on the whole mages do not have their barriers on constantly.
In game I found the best approach was to sneak up on them with my bow and then one shot them. If that didn't kill them straight off, then I followed up with arrows, many arrows, to break down their barrier. That would still be the case outside the game play mechanics, but make sure my first arrow was well primed with poison. Also lob a bee jar or smoke bomb. Alternatively, sneak up close and then stab them, again with poison weapons, although I imagine a jab to the jugular would be fatal without poison.
Speed is of the essence in combating mages, particularly blood mages, unless you are a Templar and even then you don't want to hang around. If they start launching haemorrhage and blood slave spells you are really going to be in trouble. When surveying a potential battlefield, I always spy out the mages and attack them first.

Still the same answer if I was living in Thedas. I'm actually not a bad archer and it definitely seems a good way of getting the mage before they even see you, then keeping on the move while still attacking since a moving target is always harder to hit even with area effect spells. I'd certainly opt for sneak attacks rather than full frontal ones since the latter would seem the quickest way to get yourself killed.

The Mage creature codex answers this. The best way to fight a mage is to get in close to prevent them from shaping the battlefield. If necessary, you lock their arms and bear them down to the ground. They're not armoured and generally not as strong, so you can incapacitate them easily. dragonage.wikia.com/wiki/Codex_entry:_Mage

Well, you can also use an upgraded Grappling Chain and kick 'em to the ground. That's always fun. Generally speaking, though, the advice in the codex is pretty apt. You're generally better fighting mages in close quarters, and watching their arms can generally clue you into what type of spells they're casting.

I forgot to mention that I would send my mabari after them. Several hundred pounds of giant dog pounding into them should put them off their stroke and it is awfully hard to think about spells or utter them with jaws clamped on your throat.

If they don't focus on you, the sneaky arrow is probably the best option. If they do focus on you and start mumbling and handwaving, basically distract them - scream, bite, scratch, kick, get rid of your underpants ... anything as long as they get distracted.
