What's going on all you fantastic Freelancers? Looks like I survived my first encounter on the BSN forums, but I'm glad to be where I belong in the forums: lore discussions!
These legends are definitely worthy of their own thread and I figured I'd get things kicked off! I'll update/edit this introductory post as we get more and more information. The Legion of Dawn: - Comprised of four pilots who were the first to design, forge, and pilot the Javelins.
- They brought humanity out the dark ages and into the light.
- Their leader was General Helena Tarsis.
- For some reason, they splintered off and left the Freelancers to take up their mantle as humanity's protectors.
General Helena Tarsis: - Leader, and possible founder, of The Legion of Dawn.
- Fort Tarsis is named after her.

Disgusted with the bickering among humanity's factions about what to do with the Anthem of Creation, General Helena Tarsis, the Legion of Dawn and their followers depart to forge their own community somewhere out there in the wilds.
Many years later, their descendants return to unite all of humanity into one big realm, one that stands united under one strong leader like General Tarsis once was.
They call themselves the Dominion.

I have a feeling the moral push-pull with the relationship between the player faction and the Legion, one that Bioware wants to ultimately underscore, will be about moving forward vs standing still. That's my barebones look at it.
To elaborate; piggybacking partially on what Gileadan said, if the Legion really did splinter from the Fort, I would assume it was because the civilization there hunkered itself down, built up walls, and refused to interact with Shaper tech unless absolutely necessary, creating a conservative culture that put its own survival above all else. Which, considering the circumstances, makes a certain amount of sense.
However, in the meantime the Scars and the Dominion are out there actively messing around with the Anthem of Creation and getting dangerously close to some form of control over it. I can imagine Helena, being a pioneer with the Anthem and having forged the first Javelins in its fires, is anxious to carry on her legacy and push further out to secure the Shaper relics and go full offensive on the Dominion, whereas the Fort that now carries her name is hesitant and sees risk in such endeavors. She splinters off, the establishment in Tarsis spins some fake cop-out legend about her to keep panic from spreading, and the existing Freelancer faction that's left behind dwindles in numbers and might as their purpose is squandered on routine city maintenance.
This is how I can imagine the slightly deeper lore fitting in what we already know, while keeping true to that Bioware formula of hidden conflicts and revelations within seemingly cemented lore elements (Protheans, Blights, etc).

Okay this is a bit askew but what if Helena tarsis and the legion of dawn we mercenaries and criminals and they rummaged villages and killed for sport, but they founded fort tarsis and their true story got lost in time. This is all hoping that fort tarsis is hundreds of years old.
