so... you need to... upggrade it? i7-4970K is pretty fast quadcore CPU, I have its big sister i7-4960X which has bit less of clocks and to this date no single game has used all the cores fully. I'd bet on getting faster GPU. I now have MSI Aero ITX 1070OC, using 1920x1200 resolution monitor. Is there any premilinary data about recommended CPU for that game yet?

Probably not. If you want the best, go for i7-8700K (or wait how 9700K's turn out)

Is it really a big bump in performance?

The difference between a GTX 1070 and 1080 isn't that much. The GTX 1080 is only about 20-25% faster.
If I were you, I'd wait till Cyberpunk 2077 is released and then upgrade or do a new complete build.

The CPU is probably fine. Switching from a 1070 to a 1080 is a waste of money if you ask me. If you're not going for a 1080Ti then forget it (the RTX series is yet to be fully tested, I wouldn't be a guinea pig myself). If anything, get yourself a 8700k, which is the best bang for the buck currently in terms of CPU. Either that or check your ram. 16gb is probably still enough, but you know...
If I were you, and I assume you don't live in the worst possible place ever to buy hardware like I do, just wait. Cyberpunk comes in, you try it out with what you have, if it's not quite enough then you upgrade.

Both of you get out of here with your logic. Honestly, who does the smart thing when dropping a thousand dollars? But you're right, might as well try it with what I've got. Although that means I have to figure out how to stay out of the gun store until whenever the hell the game comes out so I'll have money to upgrade with.

I'd put already extra 16GB into my already existing 16GB machine, because I've ran out of memory with MEASP + two browsers + ssh + something in the background. Why I havent bought&put is because of hellish operation which requires lifting and putting back of Noctua NH-D14 SE2011

You have a fine PC.
Your problem is money a burning a hole in your pocket. Summer Donna.
As others have said, your GPU and ram are the upgrades more important. You didn't say what monitor you are using... Depending, the 1070 could be overkill for CP2077 if you are at 1080p.

Just don't buy a gaming PC from Walmart. Wow. That went from bad to worse, fast. The mobo choice for that mid-range PC he received (we'll ignore they sent the wrong sku, for now) was absolutely hot garbage. On a gaming PC for a $1400 price point, unbelievable. I wasn't surprised by the poor build, but the PSU, the ram (that ram stick made me laugh out loud), the MOBO... That is a giant heaping piece of shit for the money paid. I built my 3820/970 with 16gb of ram on an LGA2011 mobo when it was all brand new, for that money. With a Sabretooth x79 mobo. Walmart... Like mousemurderer said, no. Just no.

The waiting game. I have been wanting to upgrade to QHD/UHD for some time now. However, the G-Sync/FreeSync thing is too annoying for me at the moment. Nvidia will eventually have to give up on G-Sync, because it is dumb. When that happens, I don't want to have paid a premium for their greediness. So, I wait. Ny next build will be AMD CPU based, and if Nvidia doesn't get their hands out of my wallet, I will ditch them too for the first time. Btw, build your own PC. It is so easy, so much better bang for buck, you get exactly what you want.

Should I be looking at a better CPU as well? No. Upgrading the GPU to a 1080 will not make a huge difference: rather look for a 1080Ti or a second 1070 for SLI, if your MB and PSU support it. Also, I'd rather upgrade the RAM and/or the HDD subsystem (to an SDD, for example), than the CPU.

I think if you can make your monitor decision, the rest will fall in place. At least that's my plan.

It did make a positive difference ( most of the time), but it was only rarely a difference that made the attendant nuisances worth putting up with. Ignoring cost (i.e. doubling your spend) the nuisances include but aren't limited to; more than double the noise, extra load on PSU, poor optimisation in a lot of games and occasional weird glitches (most commonly microstuttering - in my experience with it, at least).

Why "doubling your spend"? He already has one 1070 and he's talking about replacing it with a 1080 which: - is at least 150$ more expensive than the 1070, unless he can find a trade-in deal; - does not represent a marked improvement over the 1070 in terms of performance, especially in the 1080p realm. Also note that my first option was replacing with a 1080Ti which is a net improvement over the 1070. Ultimately, I find the discussion a little premature, as Cyberpunk does not yet have a fixed launch date, so who knows? Maybe we'll be in the middle of the 4xxx Nvidia generation...

Please read my second post also: SLI would be my second option. I'd strongly recommend to wait till there is a fixed launch date for Cyberpunk and plan from there. You did not mention your RAM size and your HDD subsystem, but with what you have as of now imo you're good for at least another 6 months...

Don't even joke about that. It's already killing me. Anyway, I've got 16gb of RAM and I'm using an SSD, so I figure those are fine. Ultimately this thread has convinced me of two things. Might as well wait, and I really don't know enough about this shit.

I would not recommend SLI to be honest, not anymore, actually not ever. If one needs that, look for a better single GPU card Ti+OC or such.
