Watched the (failed) stream. My impression was that Mike desperately tried to make it interesting when there was little to show and even less to talk about. I don't know if it's a matter of them not being authorised to talk about it right now or there not being anything (content-wise) to talk about. Hopefully it's the former. What we saw of Fort Tarsis looked good, visually, and they did mention they took a lot of stuff out of Tarsis for this alpha version (somewhat problematic considering they were experiencing consistent framerate drops). Furthermore, they also did state that Fort Tarsis is somewhat reactive to you and will evolve as you play. From a purely marketing, but also informative, standpoint, it would've been nice to have seen a short demonstration of the extent of Tarsis' transformation (kinda like Detroit: Become Human did with its choices). From the two conversations we were able to witness, only one showed the (somewhat dreaded) binary dialogue choices while the other was simply a cutscene with no interactivity. Personally, I would've tried to show something more substantial to assuage some of our fears, but it may very well be that BioWare are throwing us a bone with even this much. If that's the case, I wonder if Fort Tarsis is something of an afterthought, at least in its current form. Also, no third-person view in Fort Tarsis?
Overall, I was rather underwhelmed by this stream, moreso considering we're two months away from release. I hope they'll have something more substantial for the game awards.

The game didn't have framerate issue - the stream had. According to Mike (as it could be heard in the stream) the build actually performed really well, but stream/bandwidth problems must have limited greatly what they could show as we hear technician butting in and warning about it and later it was the reason they ended the broadcast.

I expected a town like those in Rockstar and Ubisoft games. Dunno why anyone would expect that. As much as some people wish Tarsis to be the centerpiece of the game, with tons of story etc, it's probably just going to be a place to get your next mission and then head outside where 90% of the game will take place. At least it's an upgrade to the Destiny hubs... Because there is only one hub for almost all plots in the whole game. It is even more constrained than DA2. That's a place you would visit for thousands of times. If you are satisfied with the standing-still NPCs, I have nothing to say.

I really hope the place is BIG (capital letter intended). So far, to me, this has been one of the weakest points of both previous Bioware games made using frostbite, their hub places looked way too small on DAI and MEA.

That's a place you would visit for thousands of times. If you are satisfied with the standing-still NPCs, I have nothing to say. DA2 is a totally different kind of game. As is Red Dead Redemption or Assassins Creed. Bioware probably doesn't even want the player to spend tons of time in Tarsis, they want you to be outside to do exploration and missions with other people, the meat of the game. Btw, not all NPCs were standing still. It's because people have wrong expectations going in that dissappointments occur. Maybe Bioware is partially at fault here, beating around the bush, not wanting to put off their core audience. If the next single player Dragon Age or Mass Effect doesn't make big strides in terms of making the world believable and lively i will have something to say.

BioWare specifically promoted the line "Our world - my story" as far as I remember. That is an intentional association of the word "story" with the game. People are going to expect something better than "dear diary, today I was attacked by grabbits but found a nice upgrade for my Interceptor later".
But I agree that multiplayer will clearly be the focus, and some expectation management in the story department might be necessary.

I think Bioware is becoming more and more exposed in terms of inability to "keep up with the times". That demo with all the NPCs would have been revolutionary back in 2005....but this is 2018. With games like Assassins Creed, RDR2, Spiderman, Cyberpunk and many other games having vibrant populated areas, Bioware just looks behind the curve. This is why I actually feel that going the online route could be the best route because they seem to struggle with many modern videogame structures and systems.....primarily as it pertains to open world/open environment gameplay. RDR2s facial animations for players online was purely awful. And what about the rest (if not the entirety) of my post which is about Bioware creating busy and engaging open/semi open worlds? That Fort Taris looks way behind the curve in terms of populated areas when compared with other games. Again, in 2005 that was ok, in 2018 and 2019, it is really archaic.

Not only small but also very dead in terms of NPC actions. Unlike modern RPG open world/semi open world games where NPCs wall around, have conversations which each other and do various task....Bioware games have telephone poll NPCs that just.....stand there.

I find Citadel on ME3 to be more alive than both Skyhold and Nexus.
obs: To be fair i saw a few people walking around on that small segment of Fort Tarsis they showed and the place seems to have quite a lot of people per square meter.

It looks pretty cool. I like the layout and aesthetic of Tarsis, but I have to agree Bioware still isn't great at creating lively, populated atmosphere.

No they don't. In fact they move around, some don't sure, but they have tasks and have conversations. Not only do they have actual conversations that change on returns, they change based on what you as a player do in game. You'd notice that if you got your information from playing the games instead of watching clickbait on YT.
