i'll just list all those i can remember from memory: - haven - when talking to roderick and cassie
- haven - first war table, choose "how am i the herald" then you can decide your opinion in the matter
- haven - when talking to cassie, she asks if you believe in the maker
- val royeaux - i don't think you can change your choice here but some of the dialogue options are based on whether you are believer or non-believer
- mountains - before reaching skyhold, when talking to gissle you get four dialogue options (i think); two are neutral, one establishes as a believer and one establishes as a non-believer.

And after that you're locked in no matter what you say? yes. but two scenes after you decide what type of organization the inquisition will be, so not much point changing it afterwards.
