This information is posted in an attempt to stop people spreading the misinformation originating from this thread. by Cyonan. The Paladin's Energy Drain is not bugged, he's got the mechanism wrong: here's the correct process.
Energy Drain's shield drain is based on the damage you do to shields. For example, if you energy drain an enemy with 500 shields left, you'll recover 500 shields (if you take the rank 5 evo for 100% shield restore. If not, you'll get 250 shields back).
It has nothing to do with the amount of shields your character has, or what character uses Energy Drain, or what percentage of enemy shields are drained. Just the amount of shield damage done.
That is also why you get less back for EDing synthetics or Armor. You lose the x3 multiplier and will recover 1/3 the amount of shields. This is also why people generally only notice it on the paladin, as he has higher base shields and is more likely to be specced into a high fitness build.
We tested this with the SI, SE, and Paladin against a gold Nemesis.
Paladin: 1087 shields (juggernaut package V). ED does 990 to shields. ED a fully shielded Nemesis, 990 shields returned. ED a nemesis locked at 450 shields, 450 shields returned.
SI: 750 shields. ED does 1089 to shields. ED a fully shielded nemesis, 750 shields returned. ED a nemesis locked at 450 shields, 450 shields returned.
SE: 720 shields (juggenaut package V). ED does 990 to shields. ED a fully shielded nemesis, 720 shields returned. ED a nemesis locked at 450 shields, 450 shields returned.
