This might be old news but tested it anyway - the melee add-on must be on the active weapon to provide the bonus ...You can't keep the bayonet in the backpack and put 2 other mods in the other active weapon ang gain the melee bonuses .

from later in the thread re melee damage to armor:
...Normal melee does full damage vs armor ..(99% this goes for all classes) In SP the Sheppards I tested with had a *0.75 penalty for heavy melee vs armour BUT Geth heavy melee actually has a *1.5 bonus vs armor (tested yesterday)... So all bets are off ... Heavy Melee attacks can have different modifiers vs defence types ..
