First in relation to the Tech support: And now to the trouble shooting:
Boy the money you could have saved.
$100 - $150 or so versus the thousands spent... Though in hindsight may not be a total loss... Just keep the components and get another motherboard for the current system and continue building your new one. Then you will have a back up if something goes wrong.
Any legitimate brand name motherboard (Gigabyte, Asus, MSI, Asrock) I have tried to find for my 6850K is 1000 dollars or more CAD-- used. Infact, I did find an ASUS board a few days back when I was shopping....for 1599.99 used. That was nearly the whole cost of all my new parts brand new. I might as well just scrap the CPU, RAM and Phoenix SLI and move ahead with my Z490/10900KF build, because I don't even have another case. The only extra things I do have are a GPU and monitor. And what do I need two computers for?
Except at random search, I did find this.....But what is it? Xipegeg er somethin. Some Chinese knock-off brand I've never heard of undoubtedly. Actually, after a quick wiki check....I have found out that they are a company based in S. Korea and they sell everything. It's like the Target of S. Korea.....they sell everything. golf nets, walter filtration systems, soup pots, gardening stuff, PC parts like this motherboard. I don't quite get it. I digress... My intent of the statement of saving thousands implies two things actually: 1. At first you were debugging trying to find out the issue. In my mind a cost saving measure so into cost saving mode I go.
Your issue most likely diagnosed as the culprit being the motherboard. So the usual option is to: Replace the motherboard. Usually a years' old model of a motherboard can be found cheaper than it was new.
Of course these sort of motherboards would be in a used state. The range of price is usually between $100 to $150 -even if they were $300+ new. ........................................................
2. Then it goes to make a new system. So not just trying to repair a faulty system? No. New System. .... From debugging to building new system.

A $150 fix now becomes thousands in a new build. That is the reasoning behind the term of phrase used. Though to think about using cheap components rather than reputable parts is something I don't condone. Nothing should ever be cobbled together -not in computers anyway. I do believe that you should repair the old system though and not get rid of it... Unless you game on your laptop but I believe you said you don't. It always is helpful to have a backup system should the primary fail...
If you get everything running and two weeks in the system fails due to a faulty VRM.
Then you don't have a backup system till the new part(s) arrives. What does that equal?
Downtime. With a backup you can just chuck the primary aside for the secondary till you get your parts. DOES THAT MEAN YOU SHOULDN'T BUILD a new system? NO.
Now that we are on the same page.
DO IT! Building with new hardware can make for quite an adventure -as long as you avoid RGB for the most part.

And yes the cheapest LGA 2011v3 in Canada I can find is: For nearly $700! Exorbitant price leprosy!
That said there are ones from the US far cheaper: None below $250 -as of the is writing but these three are below $400:
Not exactly sure why they are so different in price from their Canada counterpart.

I appreciate your comments and clarification, Vanguard. Always. You have been most helpful Unfortunately, everything is always more expensive here in Canada than in the US. Take Gasoline for example....Today, the average cost of Regular Unleaded gasoline across the major stations (such as Petro Canada, Shell and ESSO though there are other smaller ones like Husky or Pioneer etc) the average cost is 1.30 per Litre. The US pays 3.38 per gallon (and there are 3.8 litres in a gallon) which works out to roughly 90 cents per litre comparatively. So up here in Canada....especially in Ontario, we pay 4x higher cost for our gasoline than pretty much anywhere in the US. That's mostly because although we can mine our own oil, we send to to the US to be refined (why I don't know because we have at least two huge refineries in Ontario). But we send to to places like Texas and Pennsylvania to be refined.....Then they ship our now-refined oil back to us at 5x the cost. But everything is that way. Everything.

I'm not sure about the physical size in terms of square footage--and to be honest I forget the numbers...It's somewhere in the neighbourhood of 100,000,000 Litres per day in terms of volume ....But anyways, I know we have one of the largest oil rigs in the world of the coast of Newfound Land. And then we have the Oil Sands out west. I've never understood why we rely on the Middle East to supply our oil and the US to refine it for us....We can do both jobs ourselves. Do what Obama was doing-- keep everything "in house". Anyways, enough Geo-Politics. This is a Gaming Forum after all!

I've never understood why we rely on the Middle East to supply our oil and the US to refine it for us....We can do both jobs ourselves. This is off-topic, but I'll just squeeze it in. My mother worked for a petroleum company for over 30 years (she is an expert in protective clothing), and I picked up a few tidbits over the years. People always talk about oil prices without even understanding how the industry works. You don't just pump oil out of the ground, you produce crude, and crudes have different qualities (benchmarks). West Texas Intermediate and UK Brent are some of the best crudes in the world, whereas Western Canadian Select is one of the worst. Then again, Canadian Light Sweet is a very good crude. Demand dictates crude prices, and because poor quality crudes require specialized refinery equipment, their prices remain low. From a financial point of view, importing and exporting crudes makes very much sense: You refine the good stuff and sell the sludge to whom ever pays most. And it is quite possible that importing good quality crude is cheaper than producing it yourself. This is however where the politics comes in, so I'll stop here.

Got my CPU delivered on Friday the 11th.....now I'm just waiting for my RGB DDR4. That will be the last thing to arrive....UGH, the 21st can't come soon enough! Though I am still on schedule to be building as of the morning of June 26th...so I guess it's not too bad.

Got my GSKILL RGB DDR4 RAM on the 15th at 1:15 in the afternoon, a week earlier than it was scheduled to arrive....the last piece of my new build. 32GB (2x 16gb dual channel chips @ 3000Mhz with 16-18-18-38-2N Timings @ 1.35 volts) that I know I will have to underclock to 2933 to match the bus of the CPU and the FSB of the Motherboard, but the timings and more efficient than the current quad channel 4x8gb chips that I have presently. My chips that are currently installed are 15-15-15-35, but they run at 2400 and operate in quad channel. Plus, they don't look as nice as the new RGB chips...I like the pretty rainbows!

Got my GSKILL RGB DDR4 RAM on the 15th at 1:15 in the afternoon, a week earlier than it was scheduled to arrive....the last piece of my new build. 32GB (2x 16gb dual channel chips @ 3000Mhz with 16-18-18-38-2N Timings @ 1.35 volts) that I know I will have to underclock to 2933 to match the bus of the CPU and the FSB of the Motherboard, but the timings and more efficient than the current quad channel 4x8gb chips that I have presently. Although I have been running it for just over 3 days (since Thursday July 8th at about 12 Noon ET).....I have had one BSOD but WHO CRASHED immediately identified this offending party, and it was due to the Gigabyte App Centre, which even Windows verified. So I immediately uninstalled it and cleaned the Registry using REVO Uninstaller 4.4.2 PRO, then rebooted....and since then my new PC has been working like a DREAM Machine! So much faster, more stable and more efficient than my previous build.....Though oddly, the technician at Canada COmputers told me that my Phoenix SLI motherboard (was at the time of purchase) a much higher grade of motherboard than the Z490 or even Z 590 Aorus Master motherboards. I find that hard to believe because they were exactly equal in price points when each unit was new. And my Z490 Master has features that not even the Phoenix SLI does....like 3 M.2 slots, not just one.
Nevertheless, regardless of where it ranks....I am extremely pleased with my choice of build, even more so, I think, than if I opted to go for the Z590 and the 11 series, in spite of the faster RAM support and larger power delivery system (true 18 phase on the Z590, where as the Z490 has 14....But even that is massive overkill and efficiency).
All things considered, I'm extremely pleased and happy with my new system....and I am also pleased to say that my old X99 system is still functional as the weird *flashy* behaviours were solved with a GPU Driver hot fix. I think though, there was something wrong with Windows because applications would hang and then not even register within Task Manager. Nevertheless....since it is NOT a harwware issue, I am optomistic that I will be able to sell it in the future.

Although I have been running it for just over 3 days (since Thursday July 8th at about 12 Noon ET).....I have had one BSOD but WHO CRASHED immediately identified this offending party, and it was due to the Gigabyte App Centre, which even Windows verified. So I immediately uninstalled it and cleaned the Registry using REVO Uninstaller 4.4.2 PRO, then rebooted....and since then my new PC has been working like a DREAM Machine! So much faster, more stable and more efficient than my previous build.....Though oddly, the technician at Canada COmputers told me that my Phoenix SLI motherboard (was at the time of purchase) a much higher grade of motherboard than the Z490 or even Z 590 Aorus Master motherboards. I find that hard to believe because they were exactly equal in price points when each unit was new. And my Z490 Master has features that not even the Phoenix SLI does....like 3 M.2 slots, not just one. If you don't have a secondary system I say keep it in storage in case of an emergency... Otherwise yes remove the hard drives and you could sell it without backlash I am sure.

I think I finally found the culprit that has been the bane of my very existence since May 3rd and the root cause of all my problems! My soon to be 2 year old (newer) Logitech G502 HERO Gaming Mouse (which I bought at the same time as my Razer Black Widow keyboard) on or about August 27th 2019....just before my return to work in September. I recall that date because I tore up the receipt not long ago...and remember thinking *Oh, it's been that long already that I have had my Razer keyboard? Whoa...time flies.*
But this afternoon about 2 hours ago....I noticed that the speed and the frequency with which my desktop pages *flashes* was all too similar to the speed/sensitvity setting, movement and button clicking of my G502 HERO. I tried 5 pages for 5 minutes each using every setting I could change...and they all produced the same (flashing) results. Then I swapped out for my old original G5 Mouse from 2005......and some 2 hours later.....Absolutely ZERO issues of any kind. GONE. G O N E....gone. I'm bummed that a nearly 200 dollar Gaming Mouse only lasted 2 years, because I really liked it. It was great performing and very comfortable.
