It's all relative. Compared to other AAA games I've played in the last 3 years or so, DAI was rock solid in comparison. Particularly for a Frostbite game. The first release of Battlefield games are much, much worse. 'Course, they are online MP so there's a whole other layer of complexity to deal with. But even ignoring netcode issues, the map glitching and clip issues are pretty bad in the first month or so after release. It's become something of a meta-game to try to find the game breaking glitches in the first month and troll other players. I had way more trouble with Fallout 4. There were several quests that were blocked due to some bug. All kinds of weird spikey render problems. Invisible NPCs (turns out they fell through the ground, which sometimes happens to the PC). AI problems. Witcher 3 had horrendous render issues on my rig, and I had pretty close to recommended specs. Every surface had a flickering herringbone pattern on it. Made my eyes bleed. Also had some weird physics glitches and a lot of CTDs. And the longest loading screens of all time. So if you want to call Bioware incompetent, fine, but that means everyone else is criminally incompetent. This is my experience as well. I remember people trying to defend to me that the PC version of Arkham Knight wasn't broken nearly as bad as Inquisition was. Fallout 4 definitely falls into the "game breaking" category for me for I like a number of people had a quest that wouldn't complete and the only way to get past that quest was to wait for a patch and then start a whole new game. So I now have a nice Fallout 4 coaster around here somewhere.

Well, Bethesda isn't really known to be releasing any bug free games. It only took what 5 years for them to fix the game and re-release it as "special edition" even years after selling the broken "legendary" edition that was running on community patches until now. With community being better at fixing bugs and critical engine problems (like the 256mb memory bucket limit that was crashing the game in 99% of the cases) than Bethesda ever was. And for years modders were thinking it was their fault for making "dirty" coded mods and bad user load orders, when eventually it was discovered it was all fault of a poorly set memory bucket limit. So Bethesda is not really the best example.
I just expected a bit more polished game compared to older Bioware titles, that is all. But I would never expect a buggy mess like Bethesda games that is for sure.

DAI's bugs are on a whole different level than Bethesda bugs. Bethesda makes open world games that don't take the easy way out, i.e. the status of all your open and completed quests affects the entire world. That's bound to cause trouble because so many variables, NPC/quest states interact with each other. DAI, like other games, safely put the main story quests into areas you can't visit before or afterwards, avoiding a lot of those complications altogether.
DAI's bugs are the small things. Banter not working. Companions charging off over a cliff or into inaccessible areas. The game crashing after receiving a war table report. Agents you supposedly just recruited not being listed at the war table. Simple side quests not starting. The entire weird-ass handling of hitboxes that made melee combat such an acquired taste.
None of these bugs are caused by highly complex world states, they are small things. Stuff one would think fixable with just a bit of effort. Just look at the banter bug, it's about playing audio files after a timer expired, that's a rookie tier coding problem. But still not important enough to fix.

You don't know what causes the problems and how easy they are to fix, Bethesda could fix their bugs between games but don't decide to either. No, I don't know that. But I play many games from many different dev teams and BioWare has always had a history of ignoring bugs that weren't exactly game breaking and taking months to fix whatever they decided to fix. And really, can a banter audio timer or adding an agent to your roster be that complicated? So complicated it can't be fixed within an acceptable time frame? I thought banter was pretty integral to the game experience, so it would be nice if it worked all the time. Of course, Bethesda ignores their share of simple looking bugs too, like Serana's hood duplicating in her inventory when she puts it on until she's overloaded and can't carry more stuff. But still, DAI was one of the less polished games I played in recent years. I suppose companions still occasionally walk in circles while you're having a conversation? I find it sad that such things seem to be on such a low priority.

I don't think companions walking around as you're talking is a bug. It's just simply a side effect of the new dialogue system they tried out in DAI, which I don't think worked as well as they intended.
Mike Laidlaw seemed to think that people would like the ability to leave conversations with NPCs whenever they wanted. But in reality, few people ever use the feature.
