Just referring to the main game, as I've yet to play Trespasser. One moment I'd not heard before, or forgotten, is Solas seeing the aftermath of a last stand of a thousand dwarven warriors against darkspawn....to try to keep one small child, no doubt terrified and holding his favorite toy, alive. Now THAT is a mental imagine that would make Leonidas's 300 weep for joy of glory.

There are a lot, but if I had to pick just one: the first time I played through In Your Heart Shall Burn will always stick in my mind, and the tattered remains of the Inquisition singing gives me goosebumps even after going through the quest eight times. For my first Inquisitor, it was the moment she realized that if there was no Maker - and she was pretty sure there wasn't - then nobody else was coming to save them and she was going to have to do it herself no matter how unqualified she was.

Actually I got very emotional my second run (having been kicked in the guts by Solas on the first) when Dorian, my lover, expressed his joy that we had both come through the final battle alive, he was starring adoringly up at my Lavellan and the latter gives this little smile and look in return that to me showed he was equally glad. It was such a contrast to how I felt at the end of the first run (bloody depressed) that I was weeping tears of joy.
As I usually play an elf, I found the Emerald Graves rather moving considering every tree was meant to symbolise a fallen warrior in defence of the Dales and I had the little exchange with Harding to that effect when I quoted the Dalish mantra at her "Never again will we submit."
First run, when we first see the Elder One, I was buzzing when I saw who it was and I actually feel the Haven sequence was one of the best in the game, particularly when you are left all alone to face him.
I know it is not everyone's cup of tea, but first run I did find "The Dawn Will Come" very moving.

The Dwarf story the OP names gave me goosebumps. It's my favorite story from Solas and smacks of so much that can be good about Dwarves. Of which I need a reminder when I'm doing their stupid politics in Origins.
Lemme think of my very first PT....
The death sequence in IHW.
The singing of the Dawn Will Come scene.
The moment when my agnostic mage Trev realized she'd begun to believe she was the chosen one was when the disappoinment came crashing down in on us from what we learned from the Fade Spirit.
When my Blackwall romance fell to pieces in the most dramatic way ever. Best-breakup-ever. I didn't go into that romance honestly and still came out depressed.
The suspicion of Morrigan pushing me to drink from the well.
Morrigan, Keiran, and Flemythal in the Fade was moving. I knew my sneaky soul sister had a heart.
The round of goodbyes followed by the perfect cuddle on the Balcony.
In retrospect, I was amused that Leliana was so concerned about Solas and was already trying to find him. My Trev was like, "whatever. It's his life, he can do what he wants. " So NOT concerned. Jaw drop when I see Solas is the Dread Wolf.

There are many but some of the romancy ones stand out right now,,,
There were several lovely Cullen romance moments but the one when my Quizzy came back from the final battle and walked up the stairs and Cullen hugged her... that was the best!

I teared up upon reading the codex A Hunter's View of the Mage-Templar War at the Crossroads. Christ, that's a sad read.
Late in the game when Leliana says that she feels she failed the Divine, I wanted to hug the screen. My poor Leli. 😢
I had to pause for a moment upon finding the little child's skeleton in the Exalted Plains. I left that bloodied teddy bear where it lay.
I romanced Josephine, and there's a dialogue just before you fight Corypheus where it sounds like she's about to break into tears. That got me in the feels.
Oh, and I picked the teary option in Trespasser during the last meeting with the three advisors.

Ooooo yeah. The child spirit that is part of the collection quest in the Fade. That gave a strong reaction, I think a mix of creepy and sadness.

There was this one time where I decided to play a hyper traditional warrior Trevelyan. I agreed with basically Vivienne said, distrusted/hated Solas, got rid of Cole, pro-templar, etc. I even punched Solas in the face.
At some point or another I actually felt sick. I actually felt disgusted at this status-quo world I was making for the mages who had legitimate concerns, and all but reinforcing the bigotry and prejudice of humanity. But I felt the absolute worst when Solas called me out on it....and I actually agreed with him.
Needless to say I did not finish that playthrough.

Cole describing the starving, suffering human Cole in the dungeon, forgotten and considered unnatural by his captors.....and Cole explaining that it was the original Cole's desire of never wanting to have been a mage that made him materialize as a non-mage.
Otoh, the series of conversations you might get between Cole and Cassandra has a certain grounded, yet uplifting quality that make up for the earlier sadness.
Hearing: "Once We Were" in the tavern for the first time. (Apparantly, it's based of a Scottish or Irish folk tune "The South Wind". If you search for it, I suggest the one with an older man and woman with guitars, my fav. version).

Everything about Bull if you sacrifice the Chargers. Horns up. Sera's comments during IHW, and practically all of Dorian's banter with Cole concerning his father. Cole: Dorian, you said I could ask you questions. Dorian: It's true. I did say that. Cole: Why are you so angry at your father? He wants to help and you know he does, but-- Dorian: I'm not certain I can explain it to you. Cole: You love him, but you're angry. They mix together, boiling in the belly until it kneads into a knot. Dorian: Sometimes... sometimes love isn't enough, Cole.
and
Cole: "Love isn't enough." Enough what? You didn't explain, Dorian. Dorian: I was rather hoping I had. Cole: His face in the stands, watching as I pass the test. So proud there's tears in his eyes. Anything to make him happy. Anything. Why isn't that true anymore? Dorian: Cole, this... is not the sort of discussion for walking around. Please drop it.
and
Cole: I'm hurting you, Dorian. Words winding, wanting, wounding. You said I could ask. Dorian: I know I did. The things you ask are just... very personal. Cole: But it hurts. I want to help, but it's all tangled with the love. I can't tug it loose without tearing it. You hold him so tightly. You let it keep hurting, because you think hurting is who you are. Why would you do that? Dorian: Can someone tell him to stop? Banish him back to the Fade or something! Inquisitor: Cole, it's time to back off. Cole: I'm sorry. I keep making it worse. Dorian: No, I'm sorry. Of course you don't understand. Just... leave me with it for now.
and
Dorian: I've been trying to imagine how to explain it to you, Cole. The thing is, sometimes the ones you love are also the ones who disappoint you the most. You think that if they love you, they should understand. They shouldn't want to hurt you. So you feel betrayed. You say things you can't ever take back. Cole: Get out. You are no son of mine. Dorian: Yes, like that. Cole: He wishes he hadn't meant it.

Of course singing "The Dawn Will Come" - I've seen that mentioned a few times here and I think it's incredibly powerful. But, just before that, Mother Giselle says something that strikes a chord deep down.
In regards to the arguing at the camp: Inq: "They've been at it for hours." Mother Giselle: "They have that luxury because of you."
Let me always do enough in my real life that those closest to me can bicker about "silly" things because they're not fighting for their lives or worrying about their next meal or wondering where they will spend the night.

Some moments, that moved me: - Felix fate (he was such a nice and decent guy) - Lysas in the dark future, going mad and reciting the chant of light in a frenzy. - I was extremly moved by some of the tavern songs, especially 'Enchanters' - Krems story - The Inquisitor facing Corypheus and his archdemon pet in Haven
There is a lot more, especially some really beautiful maps or pieces of conversation, but those came through my mind

I FORGOT ABOUT THIS, UGH. Hard in Hightown: Chapter ??? makes me cry like a tittybaby. Hard in Hightown: Chapter ??? By Varric Tethras
Donnen wiped spilled ale off the bar, listening to the cries of the birds and the crashing of waves outside. Another slow day on the Amaranthine Coast. The tavern didn't get many visitors—just a little too far south of the Antivan border to catch the caravans—but he hadn't opened it to make a profit.
•
If Stroud was left behind in the Fade during Here Lies the Abyss...
He poured a glass of plum brandy from a chipped decanter and carried it out to the patio, where an impressive Orlesian mustache was keeping company with an old Grey Warden playing a minuet on a lute.
Donnen handed the brandy to the Warden, in some deference to his mustache, and the gentleman accepted it with grace, placing the glass on the table before finishing the last measure of his song.
"You have my thanks, guardsman." The Orlesian set the lute on a nearby chair and allowed the brandy to approach his mustache. The mustache did not appear impressed with the vintage.
"It's just Donnen these days," he replied, looking out over the waves. "My time in the Kirkwall guard is over."
"I spent so many years in and around the City of Chains," the Warden sighed. "We're both lucky to have escaped her clutches."
The sun was setting behind them, drawing long shadows on the ground that stretched toward the sea.
"Maybe." Donnen shrugged, watching the waves turn dark in the distance. "Some days, I'm not sure all of me made it out."
"To what we've left behind." The Orlesian raised his glass in a toast, and the two men watched the light fade over the ocean in peace.
•
If male Hawke was left behind in the Fade...
Hep poured some noxious Ander stout from an oak cask into a heavy tankard and carried it outside to a dark-haired nobleman on the patio idly strumming a lute so out of tune, it sounded like some other instrument, perhaps a tuba or a kettle drum, trying to invent music from scratch.
Donnen handed over the tankard, only half-hoping it would stop him from playing any more.
"That's very kind of you, guardsman." Thankfully, the gentleman set aside his lute and took the tankard, putting his feet up on the table in front of him.
"It's just Donnen these days," he replied, looking out over the waves. "My time in the Kirkwall guard is over."
"It's never really gone." The nobleman smiled. "Kirkwall. It finds its way into your soul, and once it gets there, you carry it always."
The sun was setting behind them, casting long shadows from the tavern down to the water. A flock of cormorants took advantage of the fading light to dive for fish making their way back out to sea.
"Maybe so." Donnen smiled, too. "But the world can always use a Champion or a guardsman wherever they happen to go."
The gentleman raised his tankard. "I'll drink to that."
And the two men watched the last of the light disappear in peace.
•
If female Hawke was left behind in the Fade...
He poured a glass of red Orlesian wine and carried it out to the patio where Lady Marielle sat, playing a lute for the benefit of a distant flock of cormorants and a sleepy mabari hound.
Donnen handed her the glass with a smile. "Can I get you anything else, your ladyship?"
"That's very kind of you, guardsman." Marielle set aside her lute; the sleepy hound looked up, annoyed at having its lullaby interrupted.
"It's just Donnen these days," he replied, looking out over the waves. "My time in the Kirkwall guard is over."
"Is it?" She smiled slyly over the glass. "You don't think naming a tavern The Watch was a sign that perhaps you can take the guardsman out of Kirkwall, and even out of the Guard, but he never... quite leaves?"
The sun was setting behind them. The hound stretched and ambled over to the table to lay his head on Lady Marielle's knee and beg for table scraps. In the distance, the cormorants took off in a single motion to return to their roosts up the shore.
Donnen smiled back. "Maybe you're right. But tonight I'm off duty, your ladyship."
"Marielle," she corrected. "And to answer your question, you can get me some company. One guardsman might suffice."
And the two of them watched the last of the light disappear together in peace.
•
If Alistair was left behind in the Fade...
He poured a glass of smoky Fereldan whisky and carried it out to the patio where a sandy-haired fellow was attempting to play the lute. Or murder the lute. Or murder the concept of music itself. It probably didn't help that the man was holding the lute straight out in front of him as if he feared it were a snake that might bite him.
Donnen offered the fellow the glass, fervently hoping it would make the playing stop.
"Guardsman! You came to my rescue just in time!" The blond man took the glass with a sheepish laugh and all but threw the lute into a nearby chair.
"It's just Donnen these days," he replied, looking out over the waves. "My time in the Kirkwall guard is over."
"Retirement is grand, isn't it? No more responsibility, no more senior officers yelling at you, no more Kirkwall..." The other man looked wistfully out at the birds diving into the waves down the coast.
The sun was setting behind them, turning the Amaranthine Ocean a deep sapphire and sending the seabirds back up the cliffs to their nests.
"Kirwall's still out there. Along with all those other things. I just didn't bring them to the bar." Donnen grinned. "So what did you retire from?"
"You wouldn't believe me if I told you." The man gave him a lopsided grin in return. "You want to hear a badly told story about a bastard prince with an unholy love of cheese?"
"Why not? We've got time."
And while the blond man spun his unlikely tale, the two of them watched the last of the light vanish in peace.
•
If Loghain was left behind in the Fade...
He poured the last dregs of a pale Fereldan larger into a mug and headed out to the patio where an old soldier sat strumming a particularly battered-looking lute.
Donnen held out the mug like a peace offering.
"Thank you, guardsman." The soldier set aside the lute in favor of the mug with a businesslike efficiency. The grizzled mabari curled up at his feet flicked one ear, dreaming.
"It's just Donnen these days," He replied, looking out over the waves. "My time in the Kirkwall guard is over."
"Is it?" the soldier sighed, looking down at the sleeping dog. "If you don't still wake up from dreams about patrols, you're luckier than most."
The sun slipped down another notch in the sky behind them, and the wind coming in off the sea turned cooler.
"You know what I miss?" Donnen said. "The smell of the Lowtown Bazaar in the morning. Two dozen bakeries with loaves of bread and sweet pies in the oven."
"There are worse things," the soldier laughed, "to remember about home than the smell of pies baking." Then he sighed again. "You really are luckier than most."
Donnen smiled. "Maybe so."
The old soldier raised his mug. "Here's to home."
At his feet, the hound twitched her paws, chasing rabbits in her sleep, and the last light faded from the sky in peace.

I'm forgetting a lot but:
-I have a world state where my Dalish Warden romanced Leliana and did the Ultimate Sacrifice and I had my Lavellan Inquisitor romance Josephine. It was a great example of head canon and game merging together. Leliana's crisis of faith felt sadder and her concern for Josephine's developing relationship with the Inquisitor seemed to come from her experience.
-Last Resort of Good Men. Partly because I, and by extension my Inquisitor, completely blundered through it that first time. I didn't tell Dorian beforehand and left with encouraging him to reconcile. Thought about reloading, but didn't.
-Cullen's lyrium addiction. As someone who has had addiction affect a close family member, this hit a little too close to home. Seeing his frustration with himself and the Inquisitor encouraging him to stay clean were pretty emotional moments for me.
