It's clearly not designed with FF so no. I loved it in DAO and older games, but I gave up on it in Dragon Age when Fenris and Carver started murdering everyone.

When I saw my glamazon Reaver fear the entire team in Western Approach I had to scratch my head at that. Although I am not sure if that was intended. I was trying to see if Iron Bull would cause the same thing, but haven't seen it yet (although don't think I have seen it fear anybody yet). Looks like Terrifying Fury on Inquisitor still fears the whole team (including the Inquisitor, which is of course the best part). I gave that passive to Iron Bull a few days ago and that never happened, he just caused fear in enemies, so probably a big unfixed glitch. I will probably turn off FF for the rest of my current run and leave it off. I think the last time I ended up dropping that passive.

I'm pretty sure I mostly never had FF on in DAI. I don't hate Friendly Fire, but there was something a bit painful about it in DA2. I remember Fenris or Carver murdering each other over and over again depending on who was charging first , and Isabela was always on the ground. And Aveline was barely hanging in there. So you had some group that required a lot of micro management so they wouldn't kill each others. And mostly it was the two handed warrior who were really difficult to handle.
Come to think of it the Iron Bull as a two handed warrior was also a pain in DAI , not because of FF but because he was so fragile.
Conclusion : 2 Handed Warriors are Terrible.

The implementation is just godawful and I can't help but feel that it was an afterthought. Try having Cassie tank an enemy and then hit it with your twohander... chances are you're hitting your tank too because of some AOE effect, even if it's a clean top-down strike.

Back to game design class! Mighty Blow hit area is one of the game's greatest mysteries since it seems like the AOE is wider for FF than it is for hitting enemies. When I was using it with FF on the dance was for me to either order party members to move away from target in tac cam a second before ordering it, or make the inquisitor move to what I thought was the range limit and then try it on the target. Excessive micro for the benefit really.

They look badass but unless you micromanage them, they're worthless. And FF only serves to make them lethal weapons against your own team.

A little off-topic, but problem with 2H is that the tree isn't that great and they have by far the worst block out of the melee styles. Have to invest a lot in other trees for NPC 2H, which brings up the fact that Charging Bull with FF on is pretty dangerous in the hands of the AI.
