How is it that SAM an AI is allowed on Hyperion although AIs aren't allowed by Citadel? The Andromeda Initiative was started (if I assume correctly) by Citadel races so how is it that they were allowed to create an AI?

Some corporations are allowed by the Council to work with AIs under very controlled conditions. For example Synthetic Insights.

I highly doubt dadryder received the all green from the Council to create a potential mind altering AI from scraps… The Turian Councillor would have popped a vessel at the sole idea, just to begin with. The Salarian Councillor instead would have levelled the planet where the server stood.

As we learn in ME3, Salarians love the concept of transhumanism so of the 3 later 4 Councilors they would probably be the most open to it.
