I started playing WEWH and noticed something odd: Orlesian ladies wearing the Orlesian mage hat are both maskless and hairless. I assume this must be mod-related but which one? Would a hair mod do this? I have several mods installed specifically for WEWH: Eggs without Hats (to get rid of the weird hat Solas wears), a dress for Inky, a Hala statue mod, and a mod that allows all companions to appear at winter palace. Any thoughts on this one?
All other Orlesian characters are unaffected.

Hmmm... I never had that bug. I have tons of hair mods installed, the dress and the halla doors. I don't have that Solas mod or the companion at the winter palace mod. But if I had to guess, I would think, it could be the Solas mod, since it changes a hat. Maybe it conflicts with those mage hats, the ladies wear?

Yeah, this one has me stumped. I'm curious, what other mods do you have merged? It could be any mod not playing nice. I have personally not run into any issues with dress mod and eggs without hats, but I have not used them with halla statues and all companions mods.
EDIT: I just did a quick run with all four mods mentioned installed and had no issues.

Yeah, this one has me stumped. I'm curious, what other mods do you have merged? It could be any mod not playing nice. I have personally not run into any issues with dress mod and eggs without hats, but I have not used them with halla statues and all companions mods. I hope this is clear, but it's a screen capture of my mod manager. When messing with hair, you frequently have to add more than one mod. What would mess with masks? The hair retexture mods?

Yes, the mod manager is rather annoying in leaving the impression that all the mods are active! Obviously I don't enable "Skinquisition" for the whole game since that would be bizarre. (Only for the beginning of the game since it makes "waking up in Haven" scene a lot more funny!) Of the others, I disabled the French braid mod, but otherwise, have all the other hair mods functional. I currently have the Dalish QoR corset activated, while the other dress mods are disabled. I have the Blue and Gold formal wear variation activated for the other companions. The makeup mods are all active. All Winter Palace mods are active. The sigil mods are active. That covers it. My guess would be some conflict with hair or make-up mods? What do you think?

I don't think that's a mod. I suspect the Orlesian nobility is largely hairless to avoid clipping issues with the hat and mask.
Look at Briala. She does have hair and it does clip through her hat.

I don't think that's a mod. I suspect the Orlesian nobility is largely hairless to avoid clipping issues with the hat and mask. I do notice an unusual number of women with shaved heads and crew cuts. However, in this case. women with the "Bonnie Sims" hat on have both the mask and hair missing. (I suppose I'll have to visit Bonnie Sims to see if she's been affected...)

That could cause a problem lynroy I deleted one of the hair retexture mods and deleted some of the mods I don't use. It made no difference. Here is an illustration of the problem:

Okay, a couple of quick tests and I have confirmed this is not a bug. It is working as intended. To be completely sure, I hopped on my PS4 and loaded a Winter Palace save. Any Orlesian woman with a shaved head is not wearing a mask. So there was no mod glitch? You got the bald unmasked women too? So this is something weird I just never noticed before? Interesting! Who are these bald Orlesian women who don't wear masks? Some strange cult? And why is it you see so many women with shaved heads or crew cuts? (And so many men with buns! MEN SHOULD NOT HAVE THEIR HAIR ROLLED UP IN BUNS!)
