I remember that it was originally possible to promote Ser Barris even if you had conscripted the templars, and that a patch later removed that option in the game. Since the quest had dialogue unique to those who chose to disband the order and the two choices don't conflict in the Keep, I'd assumed that it was a bug that would have eventually been fixed. I'm considering conscripting the templars for my next playthrough, so I'd like to know if they addresed the issue in a later patch.

as far as i am aware it was never possible to promote barris to knight commander if the templars conscripted, since you don't get his quest chain unless they are allied. first playthrough i went for the mages, but on the 2nd playthrough i conscripted the templars and barris survived and i didn't get his quest chain.

Technically, if you conscript the Templars you have effectively made all titles under their order null and void since it no longer exists, which would explain why the Templars war table sequence and promotion of Ser Baris are not available to you. Mind you, I'm not sure what ranks exist within the Inquisition, so you could just opt for using the ones that your recruits are familiar with. That said, if you ally with the Templars, they are an independent organisation who have agreed to work with you, so why is the Inquisitor deciding who should be a Knight Commander? Surely the leading surviving Templars should be deciding that among themselves.
I have only ever allied with the Templars once and this was the only time I got the Ser Barris promotion sequence. It was sometime after the game came out. My first conscripting run was around 2 months after the game came out and I still didn't get the option to do the war table missions or promote Ser Barris, so if it was a bug that allowed this, it must have been a very early patch which removed it.

You're supposed to get his chain as long as you did Champions of the Justice, but it's bugged and you don't if you conscript, unfortunately. When the game originally came out it was possible (see video links above), but it bugged out around Patch 3 or 4 or thereabouts and was never fixed.

If anything, it should be the other way around. Doesn't it make more sense to be able to promote Barris IF you conscripted Templars and made them part of the Inquisition? If you only allied with a nominally independent organization, it should be up to Templar leadership to decide stuff like this.

I'm still inclined to believe it's a bug in the game, though, since the Keep allows you to mark the Templars as conscripted and still mark Barris as promoted. Plus, as Mrfixit noted, it seems more logical that you should only be able to promote him if you command the Templars anyway.
