Just curious, because after putting in a couple various weight passives it still says 100%. Debating adding a third weapon to my Infiltrator otherwise.

Yes. They have disincentivized power-centric play by nerfing the maximum recharge bonus.

Yep, going full caster is pretty punishing without the 200% recharge buff. Also not having warp / any skills that can deal with armor. Thanks, BioWare.

PSA - 100% Power Cooldown on the Weapon loadout screen is equal to +/-0% power cooldown bonuses, which is equivalent to the base power cooldown. For example, Concussive Shot has a base cooldown of 12 seconds. You can't go lower than the base cooldown of 12 seconds using only weapon weight, the only way to get lower than that is to go for power cooldown bonuses via power tree upgrades, armor bonuses, etc.
It is best to carry as much weapons or as heavy as possible without going over the minimum 0%/100% power recharge. So yes, consider taking another weapon or heavier weapons to maximize your ammo and weapon DPS.

They took away from pure biotic damage but they added a lot to melee.
You can still get away with a very limited gun-play build if you take advantage of the melee system.
Biotics have been turned more into more utility than straight up kill everything all the time.
Though I agree that some biotics that lack utility and still don't deal damage are very underwhelming, particularly at higher difficulties.
I think this kind of goes inherently with allowing access to all skills though.
If every character had a "zero resource" spammable kill everything button that was effective at the highest difficulties, it would defeat the point of having a hard mode.
Biotics are still extremely powerful against red bar enemies. They struggle against armored enemies.
Guns are more rounded but they don't effortlessly take care of potentially large groups of red bar enemies like a biotic can.
It's fairly balanced IMO

How does power recharge work exactly? I used the 50% recharge speed augment, I had like 35% on Throw from the passives in its skill path and like another 25% from offensive biotics passive. So the base cooldown of Throw is 10s and if it recharges 110% faster that is around 4.8-5s correct (which seems right from me eyeballing the cooldown meter)? Is there a cap to this or could you, in theory, use a lot of biotic recharge mods, and maybe get it to near to 200% (or close enough in CD where it refreshes after the casting animation)? Because I believe the mods you put on your melee weapon are always present, so you could put 5 recharge mods, and get 25% more that way, so 135%, and then add 5 more on a gun correct for another 25% ending at 160% and with a few more % you could approach 200% with more points from other augment slots in your armor and the offensive biotics passive.
Also playing a biotic was kind of meh until around level 30 or so, and then it starts to kick off (the 50% recharge speed augment was game changing too). I used a Throw/Lance/Pull profile probably 70% of the time and swapped to Singularity/Lance/Pull for shielded enemies or to lock down a flank, and then Singularity/Lance/Shockwave profile for boss killing/single target nuking. Singularity is pretty neat with the profile system as it doesn't go away as long as you swap to another profile with it and you can detonate off it multiple times. The Biotic Echoes passive from the Adept profile is kind of mandatory, so if you're playing a biotic caster without the Adept profile equipped that might cause frustration too. I dunno I hated combat until about level 30 and then it became really fun with 5s cooldowns and meaningful damage.
