The Vortex itself wasn't even meant to be a bar.
According to the barman, it used to be his chemistry lab until people began bringing their tables, chairs and music with them. Despite his bests objections and attempts to make them leave, he eventually found himself reluctantly tending bar and mixing everyone's drinks.
While there's nothing supporting it in the game, I like to imagine the cages over the bar and dancers in Tartarus were repurposed from old holding cells, left behind by the Kett when they were driven out of Kadara. The look of the slums on Kadara reminds me of a prison camp.

I'm almost certain it was featured in the 'Andromeda Initiative' videos, which seemed to be in-universe advertising for the project. Either way, though, it wouldn't have been a strip club.

But a seedy bar frequented by outlaws and the dancers are covered from neck-to-toes? I mean, Hooters shows 10000% more skin. I honestly don't care if there are strippers or not but really? A seedy bar with dancers in cages...and they're wearing what appears to overalls or light body armor. How does that make any sense whatsoever?

It being a former chemistry lab does fit with the giant tanks on the walls and it's proximity to the hydroponics lab opposite it and the technology labs that are upstairs. Of course, another explanation is that he set up his chemistry lab in a cushy place, not realising it was already slated for use. Or he believed that a nightclub was hardly something the Initiative actually needed to have, so he tried (and failed) to call dibs on the room.
