V-Sync or similar turned on? Or some missstandings with console engine stops at 30 FPS.

Something is clearly bottle-necking the system. I'm not up to date on amd processors so maybe someone who is can rule that out. I don't get why you've got a 4k monitor with a 1050. Even the 1080titan (way overpriced as its overkill for 2k gaming) struggles running things on high/ultra at 4k on current games and will only get worse in the near future as games advance.
The 1050 at ultra even at 1080p will cause slowdown as the 4GB VRAM isn't enough (i know this because i use the 970 which also maxes its 4GB VRAM at ultra 1080p so i have to turn some settings down to keep a stable 45-60fps) the 8GB ram will also slow things down as the game will use nearly all of it if not all of it at ultra.
Are all your drivers up to date? I'm not 100% but i do believe you should be getting 60fps at low settings and possibly at medium/high mixture though not an expert on the 1050.

Yes V-Sync off, all other on/ultra I know that the old Frostbite Engine could be set in the .ini files to an hard Framelock, but i am on work cannot look at it. Dont know if this is an probleme with the port from the Consoles.

Check your resolution scale mode and resolution scale.

I use DSR for 4k, i have a 1080p monitor, but in some case i get 20 fps, in other i get 45 fps, low or ultra, no change my fps..idk why

Maybe its been set to overide the games settings. Also i know this is silly but have you made sure your restarting the game when changing the graphical settings to allow the game to update the settings? If DSR was working correctly there would definitely be a huge impact on FPS. I remember playing Rhys Son Of Rome and the super sampling in that game destroyed my FPS 60 to 5-10 on the 970. As someone else mentioned also check that your resolution scale in the graphics setting is not fully to the right and is in the middle (default resolution) Best guess would be to use MSI afterburner and follow a youtube/web guide on how to get it to display your CPU load/temp and GPU load/temp/memory and then also your standard Memory usage. Then go in-game and enable it to see if something is bottle-necking.

It's the CPU bottlenecking the system.
