I am still playing origins, but I decided to give a quick look on inquisition to see what this is all about.
Questions: 1 - In the 'tatical mode' can I order my companion to do queue actions? For instance start with X spell, then cast Y afterwards? Or maybe could tell them move to a different location, as soon reached, use a abillitiy X against X target? Or do I need to wait them place themselves on whatever i send them, before I can actually command them to use their abillities?
2 - Is there any reason to use tactical mode "T" rather than pause mode "ctrl," judging by the first look, pause mode offers a better overall view from the battlefield with the minimal amount of scrolling back and fort, making it more time efficient to issue orders. Is there any advantage of tactical mode over pause mode?
3 - I don't know if I have missed the starting spells on my character creation, but my mage started with fire and eletrical as starting spells, is there any way to maybe choose a different loadout startup? Well I guess this isn't much of an issue, since there's unlimited respec anyways.
4 - How viable necromancer specialization would be with ice spells? By reading necromancer's description of spells, it seems it has a better synergize with fire/inferno talent tree, that is because it greatly benefit from panicking foes and by quickly finishing them off. So fire seems to have the best overall dps/aeo from all starting schools and it also offers fear as a passive/consequence from their spells. Thing is, necromancer seems cooler with ice rather fire.

In the tactical mode, you can see the battlefield better, and command your companions, where should move, or whom/what to attack and what ability they should use in the next step. In the pause mode, you can command the companions, but you don't see the battlefield so good. I think, the Winter spec probably not so great damage, than the fire, but good crowd control, slow and weaken enemies, and good for combos (warrior, rogue, and Knight Enchanter melee attack). I think, the Winter spec not bad at all. (Dorian is necromancer with Inferno on basis, Vivienne is Winter and Knight Enchanter, Solas is Rift mage with Spirit)

Tactical is better for group movement, like sending a mage and an archer to higher elevation, while sending a warrior and a DW rogue into the melee mob. Tactical is also better for looking at the battlefield and targets from multiple angles/sight-lines. "Tactical" is poorly named, it's really a strategic mode. Pause is more tactical, since you generally only pause to do one thing to the currently controlled character, then resume. You *can* switch to other characters while Paused, which on PC is actually easier than Tactical, since it's just a function key for each character, but since the view of the battlefield is limited to only what that character sees, it's not as strategic. All that said, I rarely use Tactical and never (any longer) use Pause. I used to Pause the hell out of combat during my first run, but that broke up the flow of battle too much, so I had to wean myself off of it and bind the key for it to something out of reach (PC). Once you get the hang of it, you can run most battles completely real time, with only an occasional Tactical to moves some characters around or do some prep, like take tonics or throw grenades. No, not during the Prologue. Once you get to the first main game chapter, there are Tactician's Renewal Amulets you can buy from the blacksmith to refund your points to respec as you wish. I recommend carrying a spare one for each character in inventory, to adjust a build for a boss battle on-the-spot. Terrible with Winter, best with Inferno, due mostly to the damage multipliers (Walking Bomb) and buffs from Panicked status, which comes from fire-based attackes, not ice. Here's a Pyro Necromancer build that confirms your guess about fire synergy. This is one of the highest damage builds of any class, not just mages.
