The description of the cryo ammo states that it has a medium boost to armor damage, and the description of incendiary ammo states that it has a big boost to armor damage, and both prime targets. It seems quite simple, yet... Does the cryo ammo debuff armor, like the turret upgrade (100% armor debuff)? If so, doesn't it make it better than the incendiary ammo, since that one doesn't?

Cryo is generally better as both primer and agent of making stuff pretty much inert, and therefore easy to kill.
Take a character with elemental weapon damage, level 3 or 4 cryo and a rapid fire weapon, and watch the magic happen.

Cryo is generally better as both primer and agent of making stuff pretty much inert, and therefore easy to kill. Take a character with elemental weapon damage, level 3 or 4 cryo and a rapid fire weapon, and watch the magic happen. Yeah, but I'm curious about pure damage. If cryo debuffs the armor, wouldn't it be better than incendiary, making it just DoT?

I wouldn't put much faith in Bioware tooltips. There were countless errors in DAI tooltips, and this game looks like another stumble in that direction.
Even before DAMP, I can't even count the number of times I loaded up a match of ME3MP and the loading screen said something about shooting pilots out of Atlases or shooting Phantom swords to take away their sync kill.

I wouldn't put much faith in Bioware tooltips. There were countless errors in DAI tooltips, and this game looks like another stumble in that direction. Even before DAMP, I can't even count the number of times I loaded up a match of ME3MP and the loading screen said something about shooting pilots out of Atlases or shooting Phantom swords to take away their sync kill. Yeah single player tip that happens once in a game for mp game.

As far as I can tell, cryo ammo procs more reliably and thus further enhances the best tech ability in the game, elemental tech.

It was possible to destroy phantom's sword in me3mp, and it would take away her ability to sync kill, but after that she would just shoot her palm cannon non stop, and you'll probably be worse off. Shooting her in the head is easier and more effective.
