When I got it, I'm fairly sure it was before you look for remnant scourge activity. I think you have to search for it before suvi tells you what you need to do with the scourge activity. After that, it won't work. I think prior to that it isn't identified as the scourge activity you are looking for and  it comes out as this unknown alien tech. I'm not sure why it does that unless their logic is that intense scourge activity by their logic is unknown alien tech. IIRC, it was an anomaly. Let me see if I can load a save before meridian and check.

Okay, just checked, so I think it's there after 'the city' but before you talk to Suvi. I remember when I found it I just looked for the scourge activity and got the cheese, and then realized I had not talked to suvi. 

Yeah that is confusing, thanks for the response though. I haven't been to Meridian at all yet, so maybe it appears after you first go to Meridian but before you try and track the real Meridian via the Scourge. Will try and do the first trip to Meridian today and see if that's the case. Cheers

I too have only ever managed 97% or 98% and have only played normal.

All of my PT's have also been NG+ except the first one.
