Dpends on where the next game takes place though if it's in Tevinter I doubt it. Anywhere else though it's possible given her position as a high ranking seeker.

I am pretty sure David Gaider stated that they were done with Ferelden and that is why things that could have a major impact there were in the game. Of course they might have changed their minds, but I think going elsewhere might be a nice change.

Might have not been able to afford him honestly.

Though funny I thought James was pretty well hated in the 'community'. He is my third favorite of the MET companions but then I was always pretty weird and him and my Fem Shep developed...a thing.

Yeah, that's very true. Sometimes I forget that since it wasn't in my game, but, still, if Leliana can show up in DA2 and DA:I it's not a stretch to imagine he could be in the game, or at least make an appearance.
