Has anyone actually been able to reach Nexus lvl 29?

So, i've done two play throughs since the patch that increased the Nexus lvl to 29--none of them actually reached lvl 29. Though, I thought it was bugged considering I was getting cryo pod perks left and right after the patch. For the simplest thing-like finding a fast travel point or just completing steps to a quest; as opposed to completing the quest. It would also go back and forth between what lvl I was on: between 22 or 24; until I reached the end of the game. So, I did a 2nd playthrough after that and didn't encounter that bug and still got to 25. Now note that I've done all the quests that have quest markers on them or the ones I could find. For example, i don't know how you trigger the quest: Out of Gas. I don't know if those quests that don't have quest markers on them increase viability or not.  Now, personally I think its for dlc purposes as why would you increase it that high if its impossible to actually reach?
