On his personal stream Billy said the missions are on a timer, but the equipment is a manual push. No that doesn't make any sense to me either but that is what he said. So they manually messed up with the Stronghold Package two weeks ago? Yikes!

The four pieces of equipment are:
Densified ammunition (uncommon): +12.5% weapon damage Engineering kit (uncommon): +30% tech power damage Warfighter package (rare): +10% weapon damage, +20% combat power damage Expert package (rare): +15% pistol damage, +15% power recharge speed
The app lets me log into my old PS3 persona so I can use that to see equipment I've already bought. Odd that they would recycle three pieces of equipment that were already offered in the last few weeks.

Well, it is a way to spread things out a bit - only offer one or two new pieces per week. After all, I wonder what they'll do once all of the current equipment has been posted? Will they make more? There are already a lot, actually.

Odd that they would recycle three pieces of equipment that were already offered in the last few weeks. I don't think they intentionally choose equipment. I think it is random. Of course I am just speculating. If it's truly random then the chances of any given 'new' equipment (i.e. never appeared before) are around 11.5% each week. (I am too lazy to dig up the post where I did the math.)

It would be pretty weird to me if it's a random selection, but still somehow a thing that has to be manually pushed to the store each Thursday morning.

It could be an algorithm that randomly selects equipment and spits it out into a config file. Then the config file has to be pushed manually to the server.
Again, just speculating.
