Is it buggy or just ineffective?

I used it a bit and don't remember much difference, but that might be because I feel that almost all guns that I used in MP feels like shooting ASG plastic "bullets" against man in kevlar, especially when I shoot at boss level enemies.

Because explosive ammo equipped on explosive-type weapons ought to be cool. Explosiveception :lol:
