Alright, I spent $100 and unlocked him, got him to level 15 (still rank I). Here are my thoughts.
He's bad.
There are two main ways to build him that I see. The first is the typical vanguard that tries to tank and fight up close - 6 charge, 6 shield drain annihilation, 6 fitness. While it sounds tanky on paper, it's really not. Annihilation even with the recharge perk really fucks with charge's cooldown, which drastically reduces survivability. That would be enough of a problem on its own, but it's also clear that the shield gain on kill is unreliable and nowhere near as good as I-frames on demand, a radial CC, and generally higher DR without fuss. Basically he's worse than the Kroguard with this setup, which is really bad because the Kroguard sucks dick on Platinum.
The second setup revolves around flak Cannon dps. It's basically the Scrapper but trading a ton of dps for some extra mobility from charge (the Scrapper really doesn't need more mobility).
Maybe he's got a niche at rank X or XX but at low ranks there's no reason to use him at all. Really disappointing.
New characters at UR is a mistake. I really regret spending money on this.

Actually from the looks of things, he has no real safety net. Gladiator has pull and nova to stop offensive, human shockwave, and krogaurd fortification. I find myself dying more than I should with him. Going to need more time to get a grip on him.

It is not very good. I don't want to compare him to the Mighty BroScrapper, because that's currently the most powerful Platinum kit in the game, but even in the vanguard group, it's lacking big time.

On one hand I am disappointed in getting a UR character that will not be useful in Platinum. On another it feels like one less thing to worry about for grinding.
BW really should have swapped the rarity on scrapper and BatGuard. Instead I suspect they'll just nerf snap freeze into oblivion.
