The thread title and poll question are contradictory; "Which Female Dwarf would you like to return in DA4?" cites specific characters, whereas "Who should be the fem dwarf companion in DA4?" implies the option of a completely new character. Which this poll definitely should have had.
If I had to choose among the above dwarves, my pick would be Dagna. She has the most story links (the Warden, Orzimmar and surface Dwarves, the Circle of Magi, pre-established Tevinter contacts, the Inquisitor), her arc could explore the Artificer class in a way Varric never did, and her bright and curious personality has just enough subtle Ruthless Mad Scientist vibe to make interesting paths. I would also like Valta, though I can see why some would consider her too close to Anders or Solas right now.
Lace Harding... is just kind of there. Competent but not arrogant about it, friendly without being intrusive, open to a relationship but not desperate for one, loyal with no baggage*. I can see the appeal of a simple, well adjusted Companion and possible Love Interest, but for me personally there's just not enough. The writers have the dilemma of adding too much drama and/or complexity to Harding's story without risking the straight forwardness that made her popular in the first place, versus leaving her flat and boring. Also, Solas is well aware of Harding's style contacts, so she makes a poor choice for "people he doesn't know". Sure, they could do it, but if they're going to change the character that much, why not just create a new one**?
*Harding's popularity reminds of David Gaider's observation on how the most popular Companions tended to be the most agreeable with the player. Garrus and Varric usually prefer standard Paragon choices, but don't usually object to more pragmatic ones. Harding is perfectly willing to follow the PC's lead without question, and doesn't have strong opinions on magic, race, religion, or most other DA Hot Buttons.
**This would be my preferred option, a new character that takes the best aspects of the old ones in new directions. It's not like Bioware hasn't reworked Companions before;
-Wrex is basically Canderous 2.0 (even killing the "old" Canderous in Fist)
-Shale is HK-47
-Leliana is Imoen
-Alistair is Khalid and Anomen
-Morrigan is Viconia and Faldorn with a slight pinch of Aerie
-Wynne is Bizzaro Wild Flower
-Qhgren is Black Whirlwind
-Jowan's aborted arc was likely transferred to Anders (renegade apostate) and Merrill (naïve blood mage)
-Fenris is Valygar
-Merrill is Tali
-Dorian is for those of us who preferred Awakenings Anders
This is not a crictism, as "reincarnating" characters gives writers the chance to take their tropes in different directions and circumstances. So a new Dwarven female Companion that combines the best bits of Lace, Dagna, Valta and others might be better in the long run.

Even though I like Harding, I only care about a hypothetical Harding romance insofar as I would settle for Ogrhen at this point if it meant that we actually got a dwarf love interest. If we got another dwarf LI instead of Harding, I wouldn't care if she were a companion but not available romantically. Of course, at this point I have been waiting for seventeen years for BioWare to write a dwarf romance, so I wouldn't say I'm exactly expecting one in DA4, Harding or not. I've long ago moved on to weary, unsurprised sighing.
