No, it's not the same place - we don't really know where the prison is Fade-geography-wise, and whether it even matters to ponder where exactly it is,

but regret prison is a new prison that Solas created to hold the two remaining gods, as their old prison (the Black City) was failing to contain them. This is why there was always a faint sense of urgency in Solas' actions one could sense in Inquisition and Trespasser
