In my fan fiction yes. My Inquisitor Lavellan uses his estate as a more convenient base of operations than either Wycome or south of the Waking Sea. It is central enough for travel in any direction quickly but particularly into southern Tevinter. Also he tries to improve the profile of city elves across the Freemarches with the backing of Viscount Varric and the City Council of Wycome. Being able to brandish a noble title helps open doors. Hawke also twists Prince Sebastian's arm to start training elves as he suggested to Fenris. All this is intended to undermine any efforts on the part of Solas or the Qun to subvert the loyalties of the city elves.
However, I doubt it will figure much in any future game, unless the reason Varric gives it to them is because the writers want to explain where the Inquisitor is hanging out rather than being involved in the action wherever we happen to be.

Kirkwall - It's a lovely city for a vacation. Bask in the glow of the gallows and get yourself a lovely blood red tan! Go to the bars of Hightown and pick up any kind of hooker your heart desires, then visit the healer in Darktown for some ointment to rub on that inevitable itch. Visit the strange creatures in their natural habitat of Sundermount, an elven clan who will put up with any heckling because for some unknown reason they refuse to leave. Then finally round up your holiday with a trip to the Hanged Man, to hear tales of daring do as your pockets are picked with no chance to catch the thief as your shoes have stuck to the oh so sticky floor. Kirkwall. At least it's not Orlais!

No. I'm also not into the idea that Hawke helps runs things with Varric, but meh... (though I can see Hawke still living in Kirkwall). My Inquisitor would visit Kirkwall occasionally and might use it as a stopover while traveling, but if he's in the Free Marches area he's going to go to Ostwick over anywhere else, visit with the parents, etc. After the arm thing, he stays in Ostwick for a while to get his shit together.
(Btw, the title should be, "Are any..." since you have plural Inquisitors. "Is" would be if you had it as, "Is your Inquisitor...")

Officially, yes. My headcanon is the place will be given to Sera and Dagna, and my Inqui will keep a room to himself. Not that he will need it much, since he'll be up in Tevinter...shanking Tevinter magisters and creating a secret shady spy network to counter Solas. I'm picturing my Inqui going DarkLeliana for a while at least, too much identity crisis at the start of Inquisition and at the end of Trespasser. Kirkwall will just be a cover up place.
At least that's the story until DA4.
