A tamassran could be loyal in the same way the average Orlesian merchant is technically loyal to Orlais. Yeah, they follow the rules as they go about their day, but it’s not a major part of their identity. For the folks you listed, their loyalty forms a big part of who they are. We find out a lot about their relationship to the Qun, and about the big picture of life under the Qun, but not a whole lot of mundane stuff. Even when Bull shares mundane details, it carries this weight of Meaning Something Significant with regards to the larger system of the Qun. By contrast, when people talk about dainty Orlesian cakes, they’re not also pondering serious questions about Orlesian society. They’re talking about the damn cakes. I want a Qunari who isn’t really interested in the big picture. They’re just describing the cakes. So you want the baker who puts secret sugar in her bread? lol I could go along with that. Exactly! Someone with that level of investment in the Qun. To put it in terms of Andrastianism, I don’t want the Qunari equivalent of Leliana the reformer or Sebastian the traditionalist. I want the Qunari equivalent of Varric. I’m pretty sure he’s Andrastian(?) but it really doesn’t factor in that much. However, he can tell lots of stories about (again, presumably Andrastian) Marchers and what their life is like. He’s a window into the people rather than the ideology.

I think what I’m grasping for is maybe Bull from many years ago. At the time of Inquisition, he’s already got fairly strong opinions about the Qun (good and bad) that color how he talks about things. Although perhaps that’s less about Bull specifically, and more about the fact that he exists in an area that has strong opinions about the Qun, therefore the larger questions creep into conversations regardless of how apolitical the Qunari person may be.
