Not really, it's mostly that teaser. It's in pre-production, there are artists who are dedicated to Mass Effect coming up with ideas, there's definitely people building out concepts for what the game could be, but it's pre-production. It's pre-production for Mass Effect still. It'll be in a situation where, once Dragon Age 4 is done, and it gets its updates, the team will be ready to quickly move into actual production of Mass Effect, but don't consider it in anything but pre-production until then."

That’s terrible news about ME5. Didn’t think they were that undeveloped with it.
Though goes to show not to take anything from the teasers since they have no idea what they’re doing with it.
Mark Darrah touched on this in one of his recent videos. Given BioWare's size, they can really only have one game in production at a time. And he acknowledges the wait times between games in the same franchise is... not great.
Team sizes on AAA games have grown over the years, so in order to, say... have 2 games in production at a time, they'd have to grow significantly.
My hope is that BW can come up with a genuine hit, giving them the leverage to grow again.

Yeah... in the face of this wait, it's a good to have broader interests.

Don't get me wrong, I'd like ME next to be much further along the production timeline, as probably do all of us, but I disagree that they are underdeveloped with ME next or that they don't have an idea what they are doing with it.
Bioware said multiple times that they have started on ME next, but that their next game was gonna be the new Dragon Age (which according to reports is in development hell).
That along with them publicly announcing the hiring that story-writer-lady as well as continuously looking people left and right with experience in game production, design, game engines etc. couldn't IMO have been a clearer indication as where ME next currently is production wise.
Also in order for them to produce and show the teaser: they at least must have a very general idea on where the main ME next story goes, along with some art concepts (some of which were also in their 25 years celebration book).
Technically it seems that they've settled on the new unreal engine.
Art/character/story/gameplay wise they certainly have mood boards/mind maps or similar for art sketches/doodles, story and character points.
At the moment it looks like that Bioware Austin totally messed up SWTOR. If it is really going down with SWTOR, EA can let Bioware Austin work on ME5. On the other side i am not sure if i want them to work on ME5

Based on Jeff Grub saying that DA4 will release in late 2023 "at the earliest", I'd speculate that we'll only see the Next Mass Effect in late 2024, early 2025, at the earliest.
Still, between DA4, the Next Mass Effect, and the KOTOR Remake, the years 2023-2025 should be very exciting!
