Dragon Age Inquisition's CC was created in Frostbite too, so obviously - even if the games share assets - it doesn't mean that the CC will look the same, given that MEA didn't.
Besides, Inquisition didn't use face scans, nor had to adjust PC father's appearance to PC's.
In other words, there are a lot more factors involved when creating a CC for each game.
I think it's mainly because Inquisition has 4 races, so all faces have to be "drawing" quality, while in ME:A because they are all Human, they decided to venture further in using a framework of real people's faces. More restrictive, but also less cartoonish.
I wouldn't say that Inquisition has more "cartoonish" characters. Many of DA characters have non-human features (bigger eyes, more prominent cheekbones, different proportions, etc), but I wouldn't call them "cartoonish" either. Slightly less realistic (due to being less restrictive) or more stylized, sure, but nowhere near a cartoon.
Besides - considering that uncanny valley will sadly plague big RPGs for a while no matter how many improvements on that field the developers will strive to achieve, a tiny bit of "non-realism" or stylized appearance to ease the valley effect is actually recommended, from my point of view.

well, that's how they look to me, with unrealistic eyes and everything that is hair-related, lashes, eyebrow... I have to create a human every time I make a Hawke, and I always think about how simplified they look. but I am wiling to sacrifice for the sake of having a choice of different races & don't play humans, so I am sort of okay with it. The characters in NPC cast are even worse than what you can throw together in a cc.
But, what's done is done & Andromeda shows improvement, so... fingers crossed for better and better ways to CC.

BioWare produced some quality DLCs for both Mass Effect and Dragon Age franchises:
Mass Effect: Bringing Down the Sky, Pinnacle Station Mass Effect 2: Kasumi - Stolen Memory, Overlord, Lair of the Shadow Broker, Arrival Mass Effect 3: Leviathan, Omega, Citadel Dragon Age - Origins: Leliana's Song, The Golems Amgarrak, Witch Hunt Dragon Age 2: Legacy, Mark of the Assassin Dragon Age Inquisition: Jaws of Hakkon, The Descent, Trespasser
The only ones in this group I never really liked nor play in subsequent playhtroughs are Pinnacle Station and Arrival
And, looking at all that content, it again illustrates how out of character it would be for Mass Effect Andromeda to not at least receive 2 single player DLC's. You're not just talking about letting a game go stagnant, you're are talking a money-making brand. Five years after the last game in the original trilogy came out, and 4 years after the last DLC, they are still selling products...even now, they are talking deposits on a Mordin Solus Statue for $100.00.
Bioware story DLCs are usually really good. I would put From Ashes too because Javik is a amazing addition to the story.

Nice going to play the remnant vault mission again.
yeah they are as in fact my favourite level in ME happens to be one of the DLC's Lair of the Shadow Broker in fact. I loved the Sky car chase in it and the shooting up of the Shadow broker's ship as well. The boss battles with Vasir and the Shadow Broker himself were pretty good fun too.

I'd say that this is pretty typical of the DLC's for both ME and DA in general. They tend to be busier, companions will have a lot more to say, a unique gameplay element might be added for some extra flair (like the sky car in LotSB) and the soundtrack tends to be stronger, Trespasser being one of the best examples.

I didn't care about the skycar crap in the broker dlc. All that added was a former squadmate sounding off like a wimp. Trespasser wasn't bad.
