Mine has got to be Corporal Toombs, especially with the Sole Survivor background. I really liked the voice actor's performance and the story that you get from him. I even find it quite emotional at times (even though it's just a game), and I really enjoy all the different outcomes of the stand off with Dr. Wayne. For my canon Shepards I always use the one when you let Toombs shoot Wayne, as I love the "they say you were the only one to survive Akuze. Who am I to argue?" line. That has got to be my favorite scene in the entire trilogy.
Noveria is full of great NPCs as well. Lorik Qui'in always makes me laugh.
So who is your favorite minor NPC, and why?

There are so many to choose from. Conrad Verner is definitely a favourite. Fortack is great. ("mumble mumble, the results would be devastating .... That's perfect!") The first SAFE guard on Noveria ("You know what I'd like now? A Donut", "Someone killed Sgt Sterling. Who could have done that?") Or the Urdnot transport mechanic. 'Tech Armor!' Turian and the Salarian Engineer from the Citadel DLC. Actually most NPCs from that DLC. Yea, I like the comedic relieve Primarch Victus was pretty cool, imo. There are likely dozens great ones, which I just can't remember.

Noveria really does rock when it comes to NPCs. Matsuo, Qui'inn, the mechanic Turian (Li), and Gianna Parasanni all in the place, and Peak 15 has Han Olar.
Admiral Kohaku also needs some love, as does Hackett in 1 and 2, before he became a major character.
Gabby and Ken, adorable.
At the very top of the list, there's only one real answer: The Biotic God himself!

Just in ME1? I like Gianna Parasini's attitude, she's just so sick of all the crap. Lorik Qui'in is good too, and I love Kirrahe. And there's something about the way Jenkins says 'gorgeous' that cracks me up everytime.

Dr. Michelle worked very hard to get that sorted out. I believe that's the moment she realized that Turians were for her.
I love all the love Matsuo's getting. I also wanna give a shoutout to the Big Stupid Jellyfish, and that poor Turian that's gotta deal with his shit for hours while I run around scanning keepers.

Always thought Shiala was one of the prettiest Asari. The other was Ereba, Char's wife with her silver markings. It was their angular features and facial markings I liked most aesthetically. -Lorik Qui'in was smoooth. Had me wanting to look for a book on odd human phrases. Too bad he brushes you off or gets testy really quick once you're no longer of use to him. -Inamorda was hilarious. "What are you drinking?" "Human blood. With cinnamon. Now go away." There's more, but the names are eluding me...

The one where he's a hardass, but he's also fair enough to acknowledge when you've done something right. Well, that's MY reason for wanting to poke him, I don't know if it's yours. Chellick's side mission was fun. It was one of the few that had to be done a certain way and had fitting consequences if you disobeyed.
