I had the opportunity to read what's cracking, and I gotta say, it's shaping up good.
I suppose I'll point out, perhaps even exaggerate, the fact that Skyla looks like a Cerberus agent. Hell, Kato seems to agree on that part.
Something along the lines of "Talking Cerberus, huh." to point out speech is something vastly different from their usual... beeping, electrical... NOISES.

Sorry about the delay, but I'm a bit unclear on where Sar, Skyla, and Kato are located. My understanding is that Skyla took cover behind something low near the entrance (like a counter), Sar vaulted over the cover, and they're now pointing guns at each other point blank. Kato, meanwhile, is standing outside within speaking distance. Could someone clarify if that's correct?

Eh... I'm not exactly sure. Five is... A LOT. It's something to consider first, but the original count, before jackrabbit decided to not go for it WAS six. I'm not on either side of the fence in that regard, gotta see what the others do.
That said, I'm not exactly where to pick up. None of you mention the Alliance soldier lowering Sar's Lancer. The only idea I have so far is that you're going to move out, and she's going to stay behind for a while to get that PTSD back under control. I'm not even sure I got it right, but there's nobody I could discuss it with closely at the moment. Then, she's going to play catch up.
In case you decide to use Ghost sooner rather than later (ie before Sar arrives to the base with comms herself) he's her spotter (which is a bit of a nonsense, as the less experienced member of the team, he should be the sniper) equipped with long-range observation stuff, rangefinder, all that jazz, and an assault rifle. Unlike Sar, Ghost doesn't carry a sniper rifle. I imagine he'd be a little bit on the by-the-book side, with a penchant for dark humor.
Also, unless directly told, none of the others know Sar's real name (obviously no longer true for Caelus, who already heard her name and rank), and should instead call her the nickname - once told. Something I thought should be made clear.
Now that I've pretty much dictated a lot of bollocks, I'm back to studying and considering what I'm going to do. (The final exam of the semester is on Friday morning, I'm unlikely to be thinking about this too hard until then.)

Hmm. I'll assume that the Systems Alliance was in charge of the operation. Think of it as Gen. Eisenhower during the D-Day landings and later on the western front. This would make Adm. Hackett the C-in-C of the entire operation...
"To all receiving units. This is SSV Orizaba. Severe communications malfunction experienced. Report to your superior officer for orders as soon as possible. Message repeats."
Basically a broadcast message over a vast majority of channels. The EMP really should start cleaning up eventually. The waves will grow weaker and further out eventually, rendering communications limited at first (frequent interference, barely audible traffic) to eventual recovery (5-by-5 or Lima Charlie, as they say). Of course, there is the initial objective that we've established and that has to be completed first, about Cerberus remnants. So, basically, instead of reporting to get orders, our merry band of misfits will report findings and what they're trying to do back to whereever (Orizaba, Adm. Viratas, callsign "High Ground", whereever). And then, since I don't believe in the convenient luck of everyone getting the same orders: (brace yourselves, suggestions, and I put an emphasis on suggestions, coming) Zahn could tag along because reasons, his rank allows him no limitation, Skyla is officially under no chain of command anymore, Kato seems to be in a similar predicament. So, either Caelus or Sar get the order (and to be honest - with Sar being a ranking special forces operative, often left to her devices for extended periods of time on missions, she could report a task in the area). Alternative to this is Zahn getting orders, and forming an ad-hoc (plenty of historical background with 1944/5 Wehrmacht there) group formed out of all pretty much what have you. NPCs can be added to the group as anyone wishes. (But since they're technically nobody's character, they'd be available to everyone, the one rule that serious injuries/fatalities/being sent off to do whatever are subject to consideration by the ENTIRE group.)
If anyone has an idea, shoot. Same thing if you disagree with anything I just said. I'm hardly infallible, and I have faith in democracy. Will provide the outline, but that's it.
Basically, what I have are the Thanix missiles. Now, remembering we're in London, the wiki claims the mission begins in the Embankment/Hungerford bridge area for Shepard. Hammer landed nearby. I've tracked the nearest suitably large open area to Hyde park, which is where I'm assuming the Conduit is. Which means that (since Shepard, according to the radio chatter I remember, is in the center) we're on the south or north flank of the operation - just to stay the hell away from where Shep was. That means we're either in the Hotel Hilton or today's US embassy area. I'm a horrible perfectionist, I know. Since Hilton area doesn't offer that much in terms of landscape between Hyde park and Green park, I think north is preferable. That is around the US embassy. I spy a decent position for Thanix missiles where the Oxford street meets A4202, on the north-east edge of Hyde park (Marble Arch tube station is on there, for the best point of reference). Grosvenor square is also literally throwing distance away, in case anyone remembers that square Sar crossed on her way to the triage station. It kind of fits the entire description. Loads of stores in the area just north of Grosvenor, one of which could potentially be the triage station itself. The only thing that really betrays me is Google Maps not having map contours. I can't read their map well enough to tell if there's a suitable slope in Hyde Park where I'd like it (it's kind of down-slopey for the final run).
I am horribly overthinking this, am I not... *sigh* Let me know what y'all think.

Yeah, we've established (due to my not-really-too-scientific science research) that there is an EMP in effect as a side effect of the Crucible firing. That stuff actually CAN (once again, me playing at a scientists found this on Wiki) cause radio interference. And there is an EMP type that behaves kind of like this, far as I understand. Hell, short range radios are out. Tablet based comms like the Cerberus thing probably work on a different basis. That, or we have a minor plot hole. I'm chalking it up to space magic.
They'll eventually start popping back in. Whatever was EMP-shielded (hardsuits, for example) is fine. The radios themselves aren't anyhow damaged, it's just that their signal can't get through the inteference.

I mean, none of you mentioned what the Alliance soldier did. Unless I missed it. Will go back through it. One way or another, she's probably spending some time alone. If Gen doesn't mind, Smiles' character could do anything (literally anything, with PTSD, reactions needn't be exactly logical, I suppose...) that prompts a response. (Definitely non-violent this time, I took a look in the Char thread, ex-N7, Alliance infantry or Krogan warrior would all be perceived as friendlies by Sar - of course, all my bets are off if Smiles makes another char for this.)
There... In twelve hours time, my final exam of the semester will start. I'll be able to study the effects of PTSD a bit deeper then. Hopefully be more truthful in my writing.
