I wouldn't have any issue with the same scene if they have the same scene, but that's not the case with ME, and if resource is an issue, then it would also go against what they said about it takes just as much resource to make a bisexual character as a monosexual character, and said that it would only have 4 options if everyone was playersexual. 

One of the strange things is that they have a perfect opportunity to do it with Jaal, he used to be straight, he has a scene at the beach with Sara, but then they changed it for both and both Ryder have a scene in the vehicle. Wouldn't it a better use of resource and give everyone a different scenes, showing that they put efforts in bi characters by giving Scott the car scene and Sara the beach scene, allowing unique experience for both characters which may even encourage people to roll a different gender to experience both Jaal and make the playthrough feel different?

They have a really nice discussion at the end where it totally sounds like a finalization of the relationship. I would be surprised if he sent you a breakup email right after this. It would be a real kick in the dick. lol

If Reyes and Scott has only been found now it gives me hope maybe ScottxJaal dialogue and audio exists just haven't been found yet

I think it depends on what you consider a relationship? So far, nobody has been able to find the same confirmation for Reyes as a romance towards the achievement that everyone else (squad, crew, Avela, nex_doc) all have. It's possible we're missing something there, but so far he doesn't have that same romance confirmation. In every other way, though, we've got more material suggesting Reyes is a more developed relationship than Avela or Keri. It's a big question mark on what they actually consider Reyes, but this dialogue strongly makes it sound like he and Scott are a permanent thing, for what that's worth.
