How advanced do you think races like the Kett and Angaara are? Considering the fact that there are no reapers to harvest then every 50,000 years, how far do you think they have evolved? They also didn't get the boost from leftover Reaper tools (Mass Relays/Citadel) and precursors such as the Prothean. So it kinda makes sense that they're about at our level. They have access to plasma weaponry, which is probably more high-tech than the Milky Way's kinetic arsenal. But in terms of long-range travel, they're definitely not as good as us by the simple virtue of not having Reaper tech. However, the Remnants might be another can of worms altogether.

I'm assuming they're all pretty technologically advanced considering they've gotten to around our level of weapon technology. However, it could just be they were focusing on just military-related tech to the expense of other kinds of technology. Maybe they didn't see much use to inventing certain tools that we take for granted, due to cultural norms.

What do you mean by long range travel for them? We can travel across a galaxy, and even between galaxies, thanks to the advanced Mass Effet technology derived from Reaper tech. Andromedans, I assume, don't have access to those.

True but we don't know anything about them yet. Maybe jumping galaxies didn't even cross their mind.
