Yeah if I remember right on my PS4 Inquisition GOTY is about 60GB. The Witcher GOTY is 45 or something. Uncharted, Until Dawn etc are around this too. The smallest one I got I think is Infamous Second Son that's like 20GB more or less.

No, pre-loads on PC (and this isn't even on PC) are heavily encoded. They'd have to figure that out first, that's just the obstacle on PC. On console your in a whole other can of worms, but it still comes down to encryption crap.

It's one of the reasons theres no save-editing going on XB1 games atm. Every game that has that, currently, is because the game developer allows save transfers from 360 lol. So... Diablo 3 and DS2.

Well you can compress software files size only to some degree without killing it's quality.

Yep, recently got Dragon Age GOTY on the PS4. Base game was around 48GB and added with all the DLC it came up to 57.8 GB for full install.
