What is the total cost of both games for context?

I've often heard $40M associated with ME:A.

See that text, including marketing and research, they're like their own thing. 40 mill was used for actual game development, which for a game like that is actually very little, Witcher 3 was about twice that much.

That is, it also doesn't factor in the 6 month post free support the game was given because it was released in a very buggy state. 

The Witcher 3's total budget, which also includes marketing, was 80 million US. So the budgets of Andromeda and Witcher 3 are comparable:

CEO Adam Kicinski revealed the game's total budget--including development and marketing costs--as 306 million złoty or about $81 million USD.

I'm not really sure that you should characterize the support period as something that happened because of state of the game when it was released. Most games today have support period during which they churn out patches or improvements. DAI also had extended support and continued it until they released their paid and free DLC, a year past main game's release.

With the AAA games, marketing can cost MORE than development. And ironically, the games guaranteed to sell often have the biggest marketing budgets.

While a few Devs are there, I don't think they have an "official" presence there this year.

Some people really like the non plot relevant romances. Then there are plot connected options such as Alistair, Morrigan, Leliana, Anders, Cassandra (if made Divine) and Solas. People who are politically connected or massively powerful, the movers and shakers of Thedas. 

I feel like DAI did a really good job for the high amount of romances they created. I feel MEA failed completely except for the main three. It may be that 9 is the max limit for quality vs quantity, and even then there was Harding feeling a little left out and people wishing they could have romanced Viv (what would that even look like, I imagine some sort of hot cold fiasco ala Yennifer of Vegenburg)

Additionally, even with the 9 in DAI, some people didn't like any of them. And I also disliked that other than one instance, there was no casual NPC sex to express any of my hedonistic Inky's desires, reducing roleplay. 

I guess I hope for 8 romances in DA4, polished to the level of Cullen quality. (where there was a date and lots of hugs and a wedding) with a return of casual dalliances like Isabella in DAO and Zevran in DA2.

So to answer your question, I don't consider DAI romances to be too washed out. Additionally, making only 2 or 3 options mean all three would have to be bisexual as well.
