My guess is lot of advanced planning, including contingency and backup plans, and also writing.
I would think that, for (some of) the writing, this delay can be a good thing. They can have solid plot outlines ready to go when some of the other writers leave Anthem. Recall that Alexis Kennedy finished his portion, and he also mentioned conference calls and so forth with the Writers' Pit, so we know that there is writing going on. I think it would be interesting to know just how much writing. Is it possible that the major plots could be done? They're going to want to have their separate writers for characters as they usually do, and there will still be a lot of that type of writing still to come, due to character interaction (banters, romances, character plots) that need input from everyone (those who are still on Anthem, like Mary Kirby). And perhaps things might change once they all get together and have their group sessions.
They can use this time to decide what combat elements from DAI they want to keep, discard, or change. There might be storyboarding and concept arting going on.
They need people to do the actual work, but if the concepts and ideas are (mostly) settled before hand, it's time that can be devoted to other things once production finally gets going.
One issue with these sorts of guesses is that we don't know for sure who all is part of that skeleton crew, aside from Patrick Weekes. Also, as Anthem is nearing the end of its production, some of the people can start trickling over to DA, as their skills won't be needed.

My main wonder is how many programmers and such are on the team now. Because if they can build prototypes for the system changes they want to make that could go a long way.

To answer your question in a more broad 'video game industry' sense, I would say it all depends on the state of the tools/engine for said project. If you're working with established tools and workflows you can basically get anything done except for the volume of content needed to ship a full game. As soon as you start adding new tech in to the picture you need extra skill sets and specifically lots more time to prove out systems the tech was built to support.
So unfortunately, without getting in to real specifics, the real answer of 'it really depends' doesn't help all that much .
At some point we'll be able to say some things about some project that some people might be working on
