Heh, my first thought after finishing Trespasser was thinking about how fun it would be for the DA4 protagonist to be a double agent for the Inquisition (whatever is left of it) and Solas. Lots of potential opportunity for making different choices for different reasons, or different ways it can play out depending on the character you're playing. For example, maybe you don't even realize you're working for Solas or what the goals are unless you play an elf character. Maybe if you're a mage character your main contact with the Inquisition is via Dorian (assuming we're in Tevinter for the next game...).

I do think it's quite possible that the game is further along than we might expect. They keep talking about how they respect the Bethesda method of announcing a game less than a year before it is due to release. The engine is already built. They could definitely be done with pre-production by now. The most time consuming bit would be all the art assets - modeling and texturing environments, rigging and animating characters, etc. Not intending to get anyone's hopes up or anything, I could be way off-base. Just saying it wouldn't surprise me if they're starting to record voices for the purpose of getting some animation done, even if the game is still some time away.
