My thought on that is, if Solas does indeed bulk up his forces with werewoooooooolves, the Lady of the Forest and her followers should be part of their ranks. Many of them were elves before they were cursed, and he could promise them a cure in exchange for service. (He has no intention of curing them.)

I have recently played DAO. To my recollection, there wasn't a single elf in the group at the end if you cure them.
Aside from that, that sort of ignores the sequence of events. The werewolves are humans, whose ancestors were cursed by Zathrian. These were the Lady's followers. Any cursed elves were collateral damage. From my observation, it didn't seem that any elves were among her followers. Now, there might be some codex or WoT information regarding this that I'm unaware of, but what you state isn't portrayed in the game itself in the mission.
This would also depend on player import information, so they might not want to use resources for a variable outcome.
[edit] Also, I'm wondering if any elves lived past turning, if they survived the process of turning at all. The one elf, Danyla, has fully turned, but is in a great deal of pain. To my mind, that means the curse isn't fully compatible with elves. Perhaps they all die. Is there evidence that elves go on to live as werevolves if they're cursed?

John Epler @eplerjc My whole brain is crying. If you think that being a good writer means 'you can write for a very long time', it's clear you are absolutely not qualified to hold forth on writing as a skill.
As many people have pointed out, there's a whole hell of a lot to unpack, here.
I consider myself a pretty decent writer. Someone like @patrickweekes can write laps around me. Because it is a skill, and you practice it, and he does it a hell of a lot more than I do. Like every other skill, you get better at it, the more you do it.
This all kind of ties into something I've been thinking a lot about lately - the How, the Why, and the What of games. Each team contributes to each of these, but there's absolutely a per-discipline bias. And Narrative is the 'why' - why do I care, why do I engage.
And some people, particularly outside the industry, seem to think that only the How matters - the mechanics, the engine, the back end. I don't think a game can be truly great without each of them, in balance.
Patrick Weekes @patrickweekes And to be fair, some folks think, especially about BioWare writers, that the writing IS the game. Constantly have to explain that Tuchanka wouldn’t have worked if the writing, gameplay, art, voice work, and digital acting hadn’t all been running at full power together.

Yes, the CURED werewolves are all human. But if you don’t end the curse and instead recruit the werewolves into your army, they state their intention to allow the infected Dalish hunters to completely convert to werewolves in order to bulk their numbers. (If you don’t believe me, skip to 13:00 of this video.)
It’s never been resolved what happens to the Lady and her werewolf compatriots if you DON’T end the curse. There was a side quest in DA2 wherein you find the ingredients for a potion to ease their condition, but that was only a band-aid solution.
I’m suggesting that the Lady could re-appear among the ranks of Solas’ werewolf army for those players who DIDN’T end the curse. It would just be a cameo, but it would be a good way to cut that hanging thread, since you’d probably have to kill her.

If the nature of the werewolves was changing so quickly that they needed help back in DA2 then I assume that even if Solas had made contact with them before he joined the Inquisition they would have been beyond reasoning. The Lady of the Forest also seems to suggest that she can only leave her forest for a short time so her range would probably be limited to Ferelden.
However, if she was capable of being reasoned with, then Solas might well be able to recruit her to his cause. She was a very old spirit that was part of the land even before the elves planted the forest, probably having crossed over from the Fade of her own volition before the Veil. She definitely confirmed that Zathrian did not summon her from the Fade but from the land itself. So she might well favour a return to a pre-Veil state.
