Hm... I don't think it works that way re: pregnancy. Considering how they breed, they will match certain pairs to get the result they want.
Now, if this were modern day with IVF and so on, I'd think that was plausible and there could be female qunari incubators. However, humanoid bodies are not like certain animals. You can only handle so many births before things start to break down, even if qunari stock is more resilient. The qunari value efficiency and production. They will not breed a woman until she breaks, it's just not practical, and it would be a waste.

Given the way the Tamasran's breed the Qunari selectively, I imagine they take both parents traits into account before pairing them together. That seems to perclude designated "birther" women. Besides, the system could create incest problems the Tamasrans are probably aware of and would try to avoid.

You want to produce desired traits, you breed people more likely to pass on said traits to their offspring. Leaving it all up to one group to pump out kids just screws up the whole point of eugenics.
