I mean, I kinda expect at this point that they are actually working on DA4 beyond just preproduction stuff. I mean, even if they don't have all the companion stories and dialogue written (As it seems like they don't have a full writer's pit) I imagine they could still have some programmers prototyping changes to the battle system and artists building assets they know will be in with the amount of preproduction they've done. Except for the last part, about art assets, everything you described counts as preproduction. Prototyping is preproduction. Engine changes to support known changes to game mechanics or improvements to stuff like hair could be preproduction, or at least, a parallel schedule for core platform work, not necessarily allocated to one project. But it wouldn't be impossible for up to 1/3 of the total resources to switch to DA4. I don't think it would be more of that, since Secret IP is a 1.0 launch, which have their own special challenges. Plus, even though 1/3 of the resources may start on DA4, they could get yanked off to work on Secret IP if it runs into problems. I think what's important to most people, and probably some of the most labor intensive stuff, is cutscenes. It would be great if we had a couple of animators and artists that work on cutscenes to tweet about their progress. Not sure if that stuff comes early or late in production, but until they even start it, I don't think it matters that much whether the whole project is in production or not. For cutscenes, I imagine they're not done until later in production. A lot of animations in cutscenes in Inquisition or earlier games weren't individually crafted and staged, but used pre-recorded animations after all.

I think what's important to most people, and probably some of the most labor intensive stuff, is cutscenes. Not sure if that stuff comes early or late in production, but until they even start it, I don't think it matters that much whether the whole project is in production or not. I would imagine that comes later, as they would require both the writing and all the relevant art assets to be completed. So actually that probably means they do it as they go, through much of development.

Well, we do know that John Epler - the main cinematic guy and current Narrative Lead - has tweeted this in October: Much more likely to be for MEA or Secret IP, given the timing, no?

Also - what's been stated above Then is is probably either some cinematic related stuff for DA4 or he's just getting a handle on the new toys. Well, depending on how much detail they have pinned down for the main story (Which I guess is the only thing they could have pinned down without a full writer's pit), it isn't outside the realm of possibility that they could be working on some cinematics at this point, or at least animation for them. EDIT: Or heck, maybe that long ago rumored tactics game is really in the works and Epler + other leads are working with whatever studio that got farmed out to.

I did a random news search for Dragon Age and I spotted an article saying "Dragon Age 4 pushed to 2018." Given what we know, along with the poor writing qualify and the lack of any named sources, I think this qualifies as #fakenews. Just a heads up.
