I could easily be wrong, but I got the impression that it was more or less that, instead of hiring new people as they normally would, there were enough people to do the tasks they needed if they took their other studios into account. So they did.
I assume these other people are those who kinda float between the smaller projects, like DLC, or prospective projects (I'm sure there are a few that are exploratory and never announced, like Shadow Realms probably should have been). Taking all these individuals or small teams together is enough to make a big team. With collaboration technology getting better and better, I think there will be more of this happening.
But this is all just what I assumed, so it's little more than a guess.
EDIT: Sorry, I think I may have read your post wrong, Hrungr. What I mean is that I think that those people could be split into smaller teams doing things like DLC and prospective things. But also, loads of video game work is contract work, so it could also be that people were given more work instead of being let go, too.

Well, we do know from interview with Alexis Kennedy that early work's on a project he'd be working on (... very likely DA4) is done - however he will start in January and will be involved for 6+ months. Judging from what devs said before, Bioware writers are more intrinsic to game production than just creating a script at the start of the project, so we can't say what stage they're now and what exactly Kennedy will be writing... a companion or major NPC is on the table though. I have no idea whatsoever how such writing works, but I assume that it's done during earlier stages and adjusted along the way. What we can safely assume though is that when majority of BW team will start working on DA4, it'll likely tak less time than DAI. I mean, the tech is there, honed by further work on MEA and whatever they've done for Secret IP now AND they don't have to bother with designing on 5 platforms at once.... We just don't know how Secret IP will factor in, but that game seems... well, if not almost done, then mostly built already.
