Raptor and Hurricane vs Outlaws and got rekt?

Diagnosis: Poor play.
Prescription: 100mg of GitGud tablets per gaming session.

They only nerfed the Mattock to hell, all the other semi-auto and burst fire got buffed across the board slightly.
Raptor and Hurricane even on gold with no weapon bonuses are still wrecking more than most guns.

Yeah the snipers do more damage and enemies seem like they run around more which is quite annoying.
Other than that, no real notable changes, other than Ahdi groups can no longer mass chain grabs, and Hydra finally have an actual Sync kill. No idea why the hell they didn't in the first place.

Outlaws didn't change much, not enough to matter that much. If you can't handle outlaws on silver using a hurricane, then practice on bronze. They aren't that hard.

They BUFFED several weapons, not nerfed. The Mattack got a buff and nerf at the same time, so its hard to say as I haven't tried it. But most relevant to your post, the Hurricane and Raptor were unchanged.
The Outlaws got buffed because they needed it bad. They were boring and easy. But they don't have extra hitpoints. The buffs were specific to the sniper's effectiveness, how the berserker behaves, and the hydra can now sync kill. That's it. They didn't get damage or health boosts to any units. They didn't increase their unit numbers on the field. So if they kept surrounding you, there must have been a reason.

I hate to be part of the "git gud" crowd, but, well, you kind of need to practice and git gud. Figure out what works for you, don't play like a reckless nut or you will die a lot. There is a fine balance between being aggressive and being reckless in this game. The snipers are better at finding players out in the open now, so you need to be more aware of your surroundings. Its kind of hard not to notice the sniper's massive laser sight.

There are still balance issues, for sure. This patch is the only the start. ME3 got balance changes every single week for a long time. No one knows how Bioware will handle MEA, but this is only the first balance change of what surely will be several.
